Position Summary
The Line Service Fuel Manager is responsible for overseeing all line service fuel personnel and fueling operations, as well as, overall airport operations by performing quality control and inspection of facilities and fuel operations and performing the following duties.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
- Responsible for Fuel Quality Control.
- Ordering and cancelling fuel loads for the airport to include unleaded/ diesel, Jet-A w/FSII, 100LL AvGas or 100UL AvGas.
- Submit work orders pertaining to Fuel trucks to proper authorities.
- Submit work orders pertaining to Fuel farm to proper authorities.
- Preform proposals/ bids in accordance with assigned projects related to job descriptions.
- Liaison for inspections or training such as but not limited to: fire extinguishers, NATA, etc.
- Other duties may be assigned.
OPERATIONAL DUTIES:
- Inspect all runways, taxiways, navigational lighting, NAVAIDS, pavement markings and pavement areas on the AOA and movement area.
- Prepare and submit work orders to the maintenance manager on all non-complying discrepancies and repairs as needed.
- Oversee and monitor all day to day airport operations and activity on the airport. Monitor compliance of all based tenants on the airport per airport standards/regulations and FAA standards and regulations.
- File and maintain all airfield inspection logs for the airport.
- Respond to and coordinate aircraft emergencies on the airfield. Coordinate logistics during the emergency and maintain status of incident commander for the airport until incident is terminated.
- Acting airport authority during all emergencies on the airport.
- Oversee all electronic gates and gate operators on the airport, perform maintenance and troubleshoot all gate issues via computer software or at site.
- Security Coordinator for David Wayne Hooks Airport. Manage all security issues and situations on the airport. Keep airport at alert level status as needed by complying with TSA/Homeland security directives.
- Airport liaison and coordinator for annual tabletop emergency meetings with all first responders, Hooks tower, Hooks department managers and any other players involved.
- Conduct triennial live mock emergencies/disaster drills on the airport with all first responders, Hooks airport responders and Hooks FAA tower employees.
- OSHA coordinator. Conduct monthly training for Gill Aviation employees and responsible for making sure the FBO is in compliance on all OSHA standards and regulations.
- Monitor airport emergency plan. Ensure compliance of the FBO and Hooks airport. Conduct all training and revisions to the plan as needed.
- Wilde Life Mitigation Coordinator. Ensures wildlife is cleared from AOA/ Non-AOA adhering to FAA regulations. Coordinate with Facilities/Maintenance Department in wild life mitigation in hangars, certain areas of the airfield.
- Issue NOTAMS for Hooks airport in lieu of Airport Manager, Operations Manager, Facilities/ Maintenance Manager, other assigned personnel.
- Attend training classes and airport conferences.
- Conduct Drivers training on the AOA and movement areas for all Gill Aviation employees and tenants.
- Respond to any and all runway FOD reports, and issues reported by the FAA control tower or pilots while on duty.
- Answer calls from tenants, transient pilots, and the public and based customers regarding airport procedures, logistics, noise complaints and general airport operations.
- Filing of inspection logs, line service employee files and day to day general paperwork.
- Perform evaluations on all line service technicians for their 90-day probation period and annual performance reviews.
- Perform disciplinary actions of line service technician employees if needed.
- Manage Line Service Fuel Department.
- Interview candidates for line service open positions.
- Hiring and firing of all line service technicians.
- Discipline employees as needed.
- Conduct daily airfield inspection; write up all work orders and discrepancies, send work orders to maintenance.
- Coordinate with DLA, Fuel Service Provider, outside Auditors on yearly fuel inspections.
- Attend NBAA Schedulers and Dispatch conferences, managed booth setup and displays along with company broachers.
- Respond to all aircraft incidents on airport and assume role of incident command until the alert is terminated while on duty.
- On call 24/7, report to job after hours in emergencies or as needed.
SUPERVISORY RESPONSIBILITIES:
- Manages 4 subordinate supervisors who supervise employees in the Fuel Department. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Training employees; planning, assigning, and directing work; appraising performance; rewarding and discipline employees; addressing complaints and resolving problems.
- Assist in manageing one GSE technician.
Minimum Qualifications (Knowledge, Skills, and Abilities)
- Associates degree from college or technical school; or 4 years of related experience and/or training; or equivalent combination of education and experience.
- Must have prior supervisor and/or management experience
- FAS FAR 139.321 (D)(E) Certified Line Service Fuel Supervisor (preferred)
- Certified 139.321 Airfield Inspectors.
- Certified for Quality Control on aviation fuel, mobile fueling units and bulk fuel storage tanks.
- Drive and operate up to 5,000 gallon aviation fuel trucks.
- Operate ground power electrical carts, tow tugs, and lektro tow tug.
· Excellent managerial and supervisory skills.
· Extensive knowledge of operations and production management.
· Ability to interpret financial data as needed to set production goals.
· Excellent organizational skills and attention to detail.
· Excellent written and verbal communication skills.
· Proficient in Microsoft Office Suite or similar software.

The employee must regularly lift and /or move up to 25 pounds, frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision and color vision.
Schedule
The Line Service Manager is expected to work 9:00 AM to 5:00 PM Monday-Friday on a regular basis but will be required to come in as needed for emergencies, or to cover shifts for staff.
Pay
Pay for this positons starts at $22.50+/hr (based on experience).
