Description of Position: The J81Advanced Warfighter Capabilities and Resources Analysis Division Senior Technical Advisor/Deputy Division Chief is responsible for the day-to-day technical leadership and management of a diverse team of 40-50 technical military, civilian, and contractor technical and programmatic personnel. As the Deputy Division Chief, is responsible for ensuring the successful completion of all Division tasking, staffing products through senior leadership approval processes, supporting as a Command representative in technical forums as they relate to the J81’s science and technology and research and development work products. As the Government Program Lead for S&T and R&D efforts within the Command, responsible for the completion of 20-60 projects each fiscal year performed by over 100 scientists, engineers, analysts, developers, and supporting staff.


Position Duties/Responsibilities:

  • Serve as the Senior Technical Advisor (STA) and independent Subject Matter Expert (SME) for the Advanced Warfighter Capabilities and Resources Analysis Division, USSC J81, responsible for interpreting and implementing policies, executing authorities, overseeing Division staffing, managing contracts that support science and technology and research and development projects throughout the Command, developing guidance, standards and processes for the Division’s mission.
  • As the STA for J81, responsible for the technical accuracy of J81 produced products. Provide timely and accurate technical and operational analysis and assessments based upon factual data and real word operations and intelligence at various levels of classification in the assigned areas. Highlights issues to J81 Div Chief, J8 JDIR Dir, and other USSPACECOM General Officers, as appropriate, and presents feasible Courses of Action (COA) for selection.
  • Provide technical and programmatic guidance to J81 personnel during the development of deliverables/products [e.g., issue papers, science and technology (S&T) proposals and roadmaps, analytic plans, etc.]. Reviews all products for technical accuracy within the J81. Advise the J81 Division Chief on issues (as required), and review assigned TMT taskers.
  • As the Deputy Division Chief, ensure the day-to-day taskings of the Division are completed on schedule; complete multiple tasks, prioritizing and completing assignments for self and both Division and Branch tasks. Maintain organization structure, support the acquisition of personnel to the J81, and advise the Division Chief when organizational issues arise, along with COAs to address.
  • Perform both internal and external stakeholder management to support research and development activities for the Command. This includes: interfacing with multiple external agencies (e.g., OUSD(R&E), DARPA, SCO, DIU, etc.,) in a productive manner to allow coordination and synchronization as well as cooperating with coworkers and subordinates sharing information freely, in meeting commitments and completing assigned work on time. Leverages SMEs across USSPACECOM to support the development and definition for J81 equities.
  • Manage, edit and/or prepare correspondence, memoranda, briefings, staff packages, and reports, following applicable USSPACECOM instructions, that are technically accurate, clear, thorough, and appropriately written and formatted and completed within established timeframes.
  • Acts as the primary interface between the J8 and the USSPACECOM Technical Analysis Group (STAG).
  • As the USSPACECOM Government Program Lead (GPL) for Technical Teaming (FFRDCs, UARCs, National Labs), complete project planning to determine the resources required to support the CCMD with outside advocacy/research with FFRDCs, UARCs, and Labs. Following the Tech Teaming process, generate an annual 1-n task list (staffed from AO to GOFO), security requirements, contract support, Performance Work Statement/Project Description (PWS/PD) documents, funding initiatives, and answer external data calls. Manage committals, obligations and expenditures of all J81 3400 and 3600 funding, and ensure all resource requirements are appropriately executed. Monitor and control all S&T project efforts funded through the J81, and ensure all products are delivered in accordance with the PWS/PD.


Key Skills & Abilities:

  • Expert knowledge of a wide-range of space related science and technology and research and development programs across the DoD. Broad knowledge of S&T and R&D agencies and partners.
  • Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts: mission capability needs; Planning, Programming, Budgeting & Execution Process (PPBE); Joint Capabilities Integration and Development System (JCIDS); acquisition; space operations.
  • Knowledge of a comprehensive range of Joint functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operations to provide high level staff guidance.
  • In-depth knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, and procedures with ability to interpret and analyze financial data.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Joint Force organizations to provide command level staff guidance and/or conduct studies to determine capability gaps.
  • Ability to recognize and analyze complex analytical problems, assemble, and analyze facts; draw conclusions; conduct research, summarize results, and make appropriate recommendations for resolution and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing a broad range of science and technology and research and development efforts for the space mission. Minimum of ten years’ experience in R&D and S&T development.
  • Bachelor’s degree required; Masters degree highly desired.
  • Certifications: Project Management Professional (PMP) is highly desired.
