Description of Position: USSPACECOM Network Enterprise Operations Division Chief


Position Duties/Responsibilities:

  • Plans, organizes, and oversees the activities of the division. Formulates program goals, plans, policies, and procedures and executes plans dealing with the development and operation of command-wide information technology, telecommunications, cyber security, and mission systems. Provides oversight and management of division functions and activities and provides technical and administrative direction to subordinate branch chiefs and their assigned nonsupervisory employees.
  • Exercises supervision of personnel. Directs, coordinates, and oversees work through subordinate supervisors.
  • Establishes, develops, and maintains effective working relationships with Department of Defense’s Chief Information Officer, USSPACECOM’s Chief Information Officer, the Joint Staff, Combatant Commands, Combat Support Agencies, and others.
  • Serves as a USSPACECOM J6 Action Officer. Researches issues, analyzes options, and recommends courses of action through reports, papers, briefings and correspondence using the joint planning process and other best practices.


Key Skills & Abilities:

  • Knowledge of and experience in the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Network Operations, Network Engineering and Architectures, IT Planning and Resources, IT Project Management, IT Customer Support, and Assured C2.
  • Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses, and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
  • Knowledge of mission, roles, functions, organizational structures, and operation of DoD, Joint Staff, and Combatant Command organizations.
  • Knowledge of federal safety, security, personnel management, and Equal Opportunity regulations, practices, and procedures.
  • Ability to communicate orally and in writing. Develop written reports for senior leaders (up to the 4-star general level) clearly, concisely, and with technical accuracy.
  • Ability to provide command level staff guidance for all functions within the branch including financial, budget, resource management, and human resources practices and principles.
  • Ability to plan, organize, and direct the division’s functions in alignment with the command’s mission requirements and higher-level policy.
  • Ability to supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to resolve work-based conflicts between individuals and other organizations.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND specialized experience which includes knowledge of DoD and industry policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Network Operations, Network Engineering and Architecture, IT Planning and Resources, Asset and Configuration Management, IT Project Management, IT Customer Support, and Assured C2. Providing direction, staff advice, and assistance to staff organizations and subordinate commands in the areas of education and training, community readiness, officer assignments, workforce development, and special programs. Knowledge of mission roles, functions, organizational structures and operation to provide command level staff guidance for all functions within the branch including financial, budget, resource management, and human resources practices and principles. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures; planning, organizing, and directing the functions and supervise, mentor, motive, and appraise staff through subordinate supervisors.
  • Master’s degree preferred
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes: 901- Executive Cyber Leader and 801 - Program Manager. Failure to comply may result in removal from this position.


Conditions of Employment:

  • Must be a U.S. Citizen
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs. Must have and be able to maintain a Top Secret-SCI Security Clearance
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent must pass initial and may be selected for random drug testing on short notice
  • A non-disclosure agreement must be signed
  • Occasional travel away from the regular duty location may be required.
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This is a Centrally Managed position in the Cyber and Information Technology career field
