DIRECTOR, HEALTH CARE PAYMENT


The mission of the Maryland Hospital Association (MHA) is to serve Maryland’s hospitals and health systems through collective action to shape policies, practices, financing and performance to advance health care and the health of all Marylanders. MHA advocates for members and their constituents – caregivers, patients, and communities – before state legislative and regulatory bodies. MHA also aids member organizations in their shared efforts – both within the field and in concert with other stakeholders in the private and public sectors – to improve the quality and cost-effectiveness of health care services.

The Association is seeking a Director, Health Care Payment to join our team in Elkridge, MD. Reporting to the Vice President of Health Care Payment, the Director will serve in a critical role to execute MHA’s comprehensive advocacy strategy for Maryland’s hospitals on payment related issues. Duties include:


  • In close coordination with the Vice President, serve as a leader to address regulatory issues before the Health Services Cost Review Commission (HSCRC)
  • With MHA’s Strategic Analytics team, create methodology projections and data driven analyses that support advocacy positions and policy recommendations
  • Lead MHA internal and member facing issue-based work groups; as needed, serve as lead or supporting representative to HSCRC policy development work groups
  • Create consensus recommendations among Maryland’s hospitals to shape HSCRC policies and methodologies
  • As an experienced subject matter professional, coordinate with MHA’s Government Affairs and Policy team on legislative and regulatory policy matters impacting consumer cost exposure hospital payments
  • Lead or support MHA’s efforts to address hospital billing and compliance issues
  • Support MHA’s goals to transform care delivery and improve population health
  • Develop strong working relationships with hospital members and regulatory staff
  • Create documents that represent the Association to members and the public, such as meeting materials, comment letters, talking points, etc.


Qualifications

  • Significant experience, at least 3 to 5 years, with HSCRC policies and underlying methodologies; strong understanding of HSCRC methodology detail, with the ability to create what if scenarios and impact analyses
  • Established relationships with HSCRC staff preferred
  • Strong understanding of hospital patient financial services and hospital billing compliance matters
  • Knowledge of evolving policy trends that affect health care payment
  • Understanding of the goals of Maryland’s Total Cost of Care Model with the Centers for Medicare and Medicaid Services
  • Experience in giving and receiving feedback on content in a collaborative environment
  • Ability to interact and communicate with individuals ranging from hospital executives to hospital staff, to government agencies
  • Bachelor’s degree in Finance, Accounting, Economics or other related field or equivalent work experience; Master’s degree preferred
