This position requires a physical/medical examination.

The physical requirements of this position as determined by the manager are:

Work requires sitting, walking, standing, bending, lifting, and carrying recreational supplies and equipment and interaction with school age children in activities, sitting on the floor, carrying children up to 45 pounds and occasionally up to 75 pounds.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

Basic Requirement for GS-1701 Positions:


A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of education and experience:


Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the

GS-09

(or higher) grade level or equivalent in other pay systems. Specialized experience includes professional knowledge of the theories, principles, and techniques of educations and training and of child human growth and development to provide oversight and direct involvement in the School Age Care program, which maintains and improves the physical, social, and mental well-being of young children. Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in a School Age Care program, which enables me to effectively plan and conduct an enhanced variety of youth activities and services to meet specific needs of the base community. Skill in the effective use and management of financial, physical, and human resources sufficient to plan and carry out a school age program which meets the needs of the participating community.

EDUCATION:

Successful completion of 3 years of progressively higher level graduate education leading to a Ph.
D. degree

or

Ph.
D. or equivalent doctoral degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT F
ORGENERAL SCHEDULE (GS)

POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the

GS-09

level is required to meet the time-in-grade requirements for the

GS-10

level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS
ANDABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth.
  • Knowledge of DoD certification, Boys and Girls Clubs of America (BGCA), 4-H, and Council on Accreditation (COA) standards.
  • Knowledge of safety and security regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidelines
  • Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances.
  • Ability to plan, organize, and direct the functions and staff of a small to large sized organization.
  • Ability to communicate effectively, both orally and in writing.

TIME
ORUNPAID EXPERIENCE:

Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE:


Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
