This is an executive level position that strategizes, directs, and manages core human resources operations, including talent acquisition, leave of absence, performance management, and end-of-employment, in the context of the overall human resources program to maximize efficiency and ensure compliance with policies and laws.

The incumbent oversees all work activities of subordinate managers and assists the Chief Human Resources Officer to strategize, plan, direct, and manage personnel programs, policies, and procedures.

The incumbent exercises significant judgment to define and interpret policies to make organizational and personnel decisions as authorized by the Chief Human Resources Officer.

Essential Job Functions

  • Provides direction and leadership to Human Resources Managers and their general areas of responsibilities. Leads in determining long-and short-term direction for HR's decentralized services groups. Works with HR Managers to develop HR organizational plans to support and introduce solutions for strategic issues that impact respective agencies. Conducts global and specific organizational reviews to identify strengths, weaknesses, and opportunities to enhance the way HR and agencies deliver services. Directs, leads, and coordinates efforts to evaluate operational effectiveness of HR's decentralized services as it relates to respective agencies. Provides leadership to ensure consistency of application for all HR policies, procedures, objectives, and approaches among all County Executive Agencies. Exercises independent judgment in making recommendations and recommending disciplinary actions and resolution of grievances, discrimination charges, and/or unfair labor practice charges.
  • Provides HR leadership and counselling on projects involving people and change management and continuous improvement of operations and procedures. Confers with County officials to plan, strategize, and evaluate business goals and objectives. Plans, strategizes, and evaluates impact by estimating, forecasting, and anticipating requirements, trends, and variances; and identifies opportunities within the County for long-term outcomes including fiscal impact. Provides human resources advice; researches, develops, communicates, and enforces policies, procedures, methods, and guidelines.
  • Supervises subordinate staff. Mentors, coaches, trains, develops, and evaluates assigned team members. Sets goals, objectives, staffing and work standards, and monitors performance against standards. Acts as resource and support to staff, removing barriers to effective performance.
  • Develops and conducts personnel training programs for staff as required. Works with Organizational and Employee Development group to ensure training is aligned with overall Human Resources philosophy. Responds to and resolves difficult and sensitive inquiries and complaints. Manages and participates in the implementation of HR goals, objectives, policies, and priorities as they relate to the County or a specific Agency. Ensures appropriate strategies for succession planning, employee relations, employee retention, knowledge transfer, compliance and other employee and labor relations.
  • Assist CHRO in presentations to county council and other executives, defining and communicating the human capital strategy for the County and rationale behind significant HR policy changes and decisions.
Minimum Requirements

Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Law, Management, or related field, and five (5) years of progressive experience in various core areas of Human Resources, including at least two (2) years of supervision; or any equivalent combination of education and experience.
