- Sign Ordinance Rewrite Emerges from Economic Advisory Work Group
In line with the Montgomery County Economic Advisory Group's (EAG) initiative to speed up processes, the Department of Permitting Services (DPS) created a Sign Ordinance Work Group to modernize the County's Sign Ordinance to align with urbanization trends over the past three decades.
The EAG, an ad hoc committee appointed by County Executive Marc Elrich (led by Doug Firstenberg of Stonebridge), comprised of key private sector and local government leaders, aimed to address the slow post-pandemic economy and build a more robust and diverse economy post-COVID.
The Sign Ordinance Work Group, a collaboration between DPS, Department of Transportation, Montgomery Planning, and private industry, was established to revamp the outdated Sign Ordinance that was not updated during the Zoning Ordinance revision in 2014.
This decision was made due to the complexity and extensive amendments required to modernize the Sign Ordinance, crucial for a flourishing local economy.
The County Council presented the Sign Ordinance Work Group's proposed changes as Zoning Text Amendment (ZTA) No, with a public hearing scheduled for July 26th, aiming to enhance the Sign Ordinance's clarity and effectiveness.
- Key Enhancements Include:
Flexibility for Digital Signage: To align with advancements in signage technology, the ZTA proposes allowing more flexibility for digital signs, enabling content changes every 30 seconds for increased messaging capabilities.
Streamlined Approval Process for Residential Entrance Signs: The ZTA suggests exempting entrance signs in residential areas from Sign Review Board approval, facilitating easier navigation for residents and visitors.
Flexibility for Commercial Menu Boards: The ZTA streamlines the approval process for menu boards in commercial establishments, eliminating the need for a sign variance, subject to specific design standards.
Efficient Review Process for Public Right-of-Way Signs: The ZTA eliminates the requirement for Sign Review Board approval for signs in the public right-of-way, simplifying the review process while maintaining compliance with size and location regulations.
The County's ongoing "Speed-to-Market" initiative, focusing on enhancing economic development opportunities in the post-pandemic landscape, aims to bolster the County's tax base through streamlined processes.
