The Director of Human Resources and all PSA employees must demonstrate an absolute commitment to excellence, respect and delivery of the highest quality patient care. The Director must maintain all technical standards to meet continuous quality improvement needs, financial and delivery requirements.

Detailed Responsibilities:

Corporate HR Management

  • Ensures Company's employment policies and procedures are in strict compliance with all federal and state employment related regulatory and legal requirements
  • Works with Company compliance personnel to ensure proper understanding and dissemination of federal and state patient privacy regulations and requirements
  • Ensures all clinical and administrative employees understand their responsibilities with respect to Company HR policies and procedures
  • Establish fully integrated HRIS and payroll system including a SharePoint or similar web portal through which employees can view information about the company and industry, download or complete forms online for HR processing, and manage payroll and benefit information for themselves
  • Assists CEO and senior management in educating and instilling in all employees the Company's culture, ethos, sense of purpose and drive to deliver excellence in everything we do

Recruiting

  • Responsible for ensuring the Company's recruiting efforts are organized, structured and disciplined in order to anticipate/meet the clinical and administrative personnel requirements for the Company's corporate office and existing and new clinical sites
  • Designs the systems and processes, from position requisition to candidate tracking, evaluation and candidate offer and acceptance, that is standardized and deployed throughout the company
  • Ensures position descriptions are accurate, functionally and legally up-to-date, and meet the job requisition particulars
  • Maintains current market intelligence with respect to clinical and administrative compensation and resource availability
  • Ensures verification of applicant's credentials, background, and references

Employee On-Boarding/Terminations

  • Oversee the employee on-boarding process including company and department orientation program, health benefits, policies and procedures; employee sign-off upon receipt of and understanding the terms and conditions of the employee handbook
  • Preparation of position descriptions - work with department heads to ensure accuracy
  • Candidate-to-employee tracking system is maintained (tie-in to HRIS and payroll systems)
  • Ensure new hire paperwork is completed and received in a timely manner
  • Communicate new hire information to payroll and other administration departments
  • Review each department's on-boarding orientation material and training program to ensure it meets HR and new employee's objectives
  • Preparation of employee file
  • Oversee employee termination process including appropriate paperwork trail, exit interviews, termination benefits, etc.

Benefits

  • Administration of all health and welfare plans
  • Review plan designs for cost savings, market trends and organizational needs
  • Recommend plan changes to management
  • Work with third party benefits administrator/broker to ensure accurate employee information
  • Review employer/employee cost share to ensure share is fair and equitable
  • Partner with benefits administrator for annual open enrollment, new hires and terminations
  • Prepare and communicate plan changes and updates – presentations, webinars, etc.
  • Assist employees with questions, resolving problems or obtaining information – deploy benefits portal that allows employee to manage his/her benefits and make changes to them without direct HR personnel involvement
  • Conduct necessary plan audits to ensure compliance
  • Ensure proper plan documents are complete and on file
  • Oversee medical leaves, FMLA, COBRA, ADA, HIPAA
  • Partner with payroll for accurate, up-to-date insurance deductions

Employee Relations

  • Oversee employee relations programs, policies and procedures
  • Develop, deploy and maintain HR handbook
  • Maintain good communication and a positive relationship with employees – establish corporate portal to disseminate company and industry news, employee handbook, forms, etc.
  • Develop and direct the annual employee evaluation process, including design of the employee evaluation forms and grading system
  • Conduct internal investigations
  • Implement solutions, corrective actions or terminations
  • Ensure proper documentation concerning warnings and terminations
  • Provide HR and employee management training, oversight and direction for all employee levels
  • Promote an open-door policy to address employee concerns

Compensation

  • Develop and implement salary structure based on market trends
  • Conduct position analysis to determine appropriate salary levels
  • Create, implement and conduct annual salary increase process, review with CEO and implement
  • Recommend changes as appropriate to maintain competitive salaries
Requirements:

· Bachelor's degree (BA) from four-year college or university

· Minimum of 5 years related experience in a multisite, multistate clinical services environment with a very strong preference to significant work experience with medical practices.

· HR certification strongly desired.
