Executive Director, Science, Technology, Engineering, and Math (STEM)

REPORTS TO:
Chief Academic Officer

DEFINITION:

Provide leadership in the design, development, selection, and implementation of science, math, engineering, and integrated sciences curricula, including related professional learning, aligned to the Maryland College and Career Readiness Standards and the Blueprint for Maryland's Future.

Ensure that instructional materials and resources address and support the systemwide goals, initiatives, and priorities identified in the system-wide strategic plan.

Identify and coordinate the implementation of measurement indicators to evaluate the quality of curriculum, effectiveness of implementation, efficacy of professional learning, and student outcomes.

Performs additional duties as assigned.

EXAMPLES OF ESSENTIAL DUTIES:

  • Provides leadership in the design, development, selection, and implementation of science, math, engineering, and integrated sciences curricula, aligned to the Maryland College and Career Readiness Standards and the Blueprint for Maryland's Future.
  • Leads and coordinates the evaluation, selection, and implementation of high-quality science, math, engineering and integrated sciences curricula, textbooks, supplemental materials, and software to support the core instructional programs, as well as tiered and differentiated instruction.
  • Provides leadership, direction, and oversight for the development of instructional procedures, processes, and rules, aligned with Board of Education Policies, including, but not limited to, grading and reporting, management of assessment protocols, and evaluation of assessment validity and reliability.
  • Collaborates with leaders of schools and programs to ensure that instructional practices and service models are aligned with research, regulations, and policies through classroom observations and the facilitation of professional learning.
  • Identifies professional learning needs and plans and coordinates system-wide training on effective, research-based instructional practices and pedagogy and evaluates the efficacy of the professional learning to identify needs.
  • Directs the use of the operating budget and federal and state funds equitably to ensure positive learning opportunities. Prepares an annual department operating budget with supporting data necessary for clarification to the superintendent and the Board of Education. Oversees management of financial accounts and expenditures.
  • Provides leadership in the understanding of assessment administration, data analysis and subsequent instructional implications. Ensures effective program and instructional evaluation methods are utilized.
  • Collaborates with all content offices to ensure the integration of instructional content and concepts and with the offices of Multilingual Learners and Special Education to ensure all students have equitable access to high-quality science, math, engineering, and integrated sciences curricula.
  • Hires, coaches, observes, and evaluates professional and support staff members in the department in accordance with evaluation timelines.
  • Keeps abreast of local, state, and national developments to effect changes in operation and ongoing and new program development. Reviews recent literature and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a master's degree in a field directly related to the assignment.
  • Graduation from an accredited college or university with a doctorate degree is preferred.
  • Eight (8) years of leadership/management experience directly related to the above responsibilities and includes at least five (5) years' experience as a school administrator.
  • Instructional or leadership experience in both elementary and secondary schools preferred.
  • Experience with budget management and grant preparation, compliance, and fiscal monitoring.

Licenses and Certificates:

  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with an Administrator I and Administrator II endorsement required.
  • Mathematics endorsement preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of current research-based instructional practices.
  • Demonstration of skill, experience, content knowledge, and pedagogy for math and science education.
  • Demonstration of skill and experience in data analysis.
  • Demonstrated success in incorporating assessment requirements into classroom instruction.
  • Demonstration of experience in curriculum design, development, and implementation.
  • Knowledge and demonstration of adult learning theory and professional development models.
  • Demonstration of strong leadership, organization, communication, and human relations skills.
  • Demonstration of strong knowledge and skill in computer/educational technology.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office or school environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. The work of this class involves travel to sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.
This position is eligible for membership in the Maryland State Retirement System.

The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
