Summary

As a professional in Human Resources, you will play a vital role in providing HR services to HRA/OSP executives, managers, supervisors, and employees to support the mission of the Office of Human Resources and Administration/Operations, Security & Preparedness (HRA/OSP).

This opportunity is suitable for:

  • Career Transition (CTAP, ICTAP, RPL): Federal employees who qualify as a "surplus" or "displaced" employee.

Duties:

  • Provide HR services to HRA/OSP executives, managers, supervisors, and employees.
  • Offer advisory services on HR policies and prepare necessary documentation.
  • Develop operational procedures and guidance for human resources.
  • Conduct strategic planning to enhance service delivery.
  • Collaborate with executives, management officials, and HR offices.
  • Create systems to evaluate program effectiveness.
  • Implement HR technologies to enhance operations.
  • Prepare data reports for accuracy and information integrity.
  • Maintain effective communication channels with stakeholders.

Requirements:

Conditions of Employment:

  • Applicants must be U.S. citizens.
  • Undergo a background/suitability investigation.
  • Selective Service registration required for applicable candidates.
  • Probationary period may be mandated for employees and supervisors.

Qualifications:

Specialized Experience: Candidates must demonstrate HR management knowledge and experience in various HR areas.

Education: Applicants must meet specific educational requirements or equivalent experience.

Work Schedule: Flexible work schedules are available.

Title/PD#: Human Resources Specialist GS - 13; PD 41728-A

Time-in-grade: Time at the GS-12 level is mandatory for GS-13 applications.

Physical Requirements: The work is mainly sedentary.
