MAJOR FUNCTION:
Oversees, prepares, and acts on daily administrative tasks required for court ordered offender supervision services provided by County Probation officers and support staff. Performs assigned duties of Probation Officer.

ILLUSTRATIVE DUTIES:
  • Supervises Probation staff in a County Probation office.
  • Trains, assigns, oversees, and reviews the work of misdemeanant probation staff.
  • Answers questions regarding information or complaints from probationers, the public and staff, referring unusual situations to the Program Manager as necessary.
  • Accepts supervision of controversial or complex probation cases.
  • Coordinates pertinent matters of mutual concern with the Clerk of Court and Court Administrator offices regarding court dockets, overdue fines and other related matters.
  • Documents employee time and attendance and submits to payroll reporting staff.
  • Addresses general office needs and problems.
  • Monitors office supplies.
  • Interviews and instructs assigned probationers regarding court ordered requirements and conditions of probation and supervises probationers' activities.
  • Conducts Risk Assessment to determine appropriate level of supervision and ensures that assigned Probation Officers are being thorough in gathering information and are using good judgement in completion of assessment.
  • Assesses offenders' ability to complete Court Ordered Community Service Hours and schedules offender at the appropriate work-site.
  • Arranges, coordinates and monitors substance abuse evaluations, treatment and urinalysis.
  • Coordinates and/or schedules D.U.I. school, driving school, anger management classes, behavior modification courses, Human Trafficking classes, boating classes, parenting classes, Victim impact panels, vehicle immobilization, gun safety courses, hunting safety courses and any other educational or corrective measures deemed appropriate by the Judge.
  • Documents case activity and ensures that assigned officers are maintaining detailed progressive case notes on each offender.
  • Monitors, and responds appropriately to, multiple due dates related to each probation sentence.
  • Must attend and testify under oath at Court hearings as to offender's compliance or non-compliance with their Court order.
  • Must make sound recommendations for sentencing based on statute, prior criminal history and specifics of defendant's attempt to comply with court orders.
  • Proposes, prepares and generates legal documents including, but not limited to, terminations of probation, modifications of probation, orders revoking warrants, affidavits of violation of probation, arrest warrants, and notices to appear.
  • Ensures that probationer is maintaining all conditions of probation and meeting all financial obligations as court ordered.
  • Reviews and approves all documents prepared by staff prior to submission to the Court or appropriate criminal justice system agency.
  • Prepares and completes applicable and required forms, reports, and memorandums.
  • Compiles statistical data pertaining to program operations.
  • Performs ongoing case reviews to ensure staff compliance with policy and procedure.
  • Reviews computer caseload reports.
  • Evaluates staff performance, both formally and informally.
  • Attends violation hearings to supervise/monitor staff performance and to assist the Court as requested.
  • Assists program manager(s) in providing information on staff services and making operational improvement recommendations.
  • Prepares and acts on initial personnel matters and assists Program Manager with serious disciplinary issues.
  • Assignments may include: Monthly review of new referrals for FDLE verification of "sexual predator" status, as per Florida Statutes; Division representative to Safety Council; coordinator for building issues; coordination of ACF Mileposts registration list; coordination of Victim Impact Panel registration; preparation of presentence investigation reports; and acting as division representative on special projects, such as technology enhancements, etc.
  • Supervises officer completion of assigned Pre-Sentence Investigations, assisting as needed, to ensure report is accurate, thorough and legally appropriate.
  • Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the theories, techniques and methods of case management procedures specifically relating to criminal justice offenders.
  • Working knowledge of Federal, State, County and local agencies to which offenders may be referred.
  • Knowledge of penal rules and regulations and jail procedures.
  • Knowledge of court procedures and court appearance scheduling as relates to first appearance, preliminary hearings, arraignments, and trials.
  • Knowledge of laws and procedures relating to maintenance of confidential court records and compliance with HIPAA regulations.
  • Skill in interviewing offenders to identify discrepancies in information provided or falsification of documentation with ability to determine appropriate next step, i.e. new charges.
  • Skill in dealing with offenders and family members under stressful conditions.
  • Ability to become familiar with criminal justice agencies and applicable community resources.
  • Ability to maintain an effective working relationship with court and law enforcement personnel and officials, other employees, offenders, and the public.
  • Ability to use good judgment and make independent decisions.
  • Ability to supervise others.
  • Ability to correctly apply applicable laws, regulations and policies to individual cases.
  • Ability to collect, organize and evaluate data and to develop logical conclusions based on the collected data.
  • Ability to use a computer terminal to enter and extract information.
  • Ability to communicate effectively, both orally and in writing.
MINIMUM QUALIFICATIONS:
  • Graduate of an accredited four (4) year college or university with major course work in criminology, psychology, sociology or a related field
  • A minimum of two (2) years investigative, criminal justice, case management or related work experience.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.
SPECIAL REQUIREMENTS:
  • Because County Probation and the BoCC have a high degree of public accountability, regular attendance, punctuality and integrity are essential requirements of this position.
  • Applicant/employee shall be fingerprinted and subject to personal background investigations procedures to ascertain an evaluation and determination of moral character.
  • Must successfully clear pre-employment psychological evaluations.
  • Must undergo a Level 2 (FDLE) screening submitted electronically before commencing work. This certification must be maintained as a condition of employment.
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
