Job Summary:


Under the direction of the Administrative Coordinator, the Health Officer/Director of Public Health is responsible for assessing, planning, directing implementation, evaluating, and supervising all Shawano-Menominee Counties Health Department programs and its personnel according to County Ordinances, and State and Federal laws, rules, and regulations, and the needs of the community.


Essential Duties and Responsibilities:


As department head of the health department, will work and ensure the health department follows the 10 essential public health service framework for all activities.


Will be responsible for the following duties:
Assessment

  • Monitor health status and understand health issues facing the community.
Assess and analyze public health needs in the community.


Partner with community organizations in the development and maintenance of a Community Health Needs Assessment and a Community Health Improvement Plan.

o Communicate health needs and priorities to local and state policymakers, community partners, and the public.

Investigate the status of communicable diseases, making status reports to the appropriate governing body.

  • Protect people from health problems.
Ensure thorough communicable disease investigation and control measures as well as environmental health hazard investigation are conducted.

o Inform the public of communicable disease outbreaks.

o Partner with appropriate agencies in communicable disease control efforts and health hazard investigations.

o Issue abatement or other orders for control purposes as necessary.

Direct and supervise implementation of health department programs and services.

Promote health education and prevention programs throughout community.

Policy Development

  • Give people the information they need to make healthy choices.
Acts as a community and organizational resource person in health education.

Inform and educate the public-on-public health related threats such as communicable diseases, biohazards, and natural disasters.

  • Engage the community to identify and solve health problems.
Membership on community health groups and coalitions.

Develop and maintain relationships with community and organizational representatives as necessary for health promotion.

Advocate for equitable distribution of public resources based on local needs.

  • Develop public health policies and plans.


With the Board of Health, develop policies, plans, procedures, and programs to improve the delivery of services or to better meet the needs of the community.

o Engage with local and state policymakers on public health laws.

Assure compliance with program rules, requirements, regulations, county or department policies and procedures.

Develop strategies to improve the health status of the community.

Research, plan, implement and evaluate evidence-based health programs and policies.

Assurance

  • Enforce public health law and regulations.


Assert local Health Officer authority and state delegated authority for ordinances and laws through education, referral, treatment, and legal protocol.

Implement such measures as necessary to prevent, suppress, and control communicable disease in the community.


Order the abatement or removal of a human health hazard on private premises according to county ordinance and state statutes and guidelines.


  • Help people receive health services.
Administer communicable disease and human hazard control programs, prevention policies and services, investigations.

Prepare and promote public information on health issues and health department programs and services.

Oversee, direct and administer existing programs of the department.

Allocate federal, state, and local resources to health department programs.

  • Maintain a competent public health workforce.
Recruit, hire, orient, discipline, and supervise of department personnel directly or through designated subordinate supervisors.

Make recommendations on the discharge, promotion, demotion, or transfer of personnel.

Encourage and promote capacity building opportunities of staff.

  • Evaluate and improve programs.
Assure fiscal management of department through budgeting, cost reporting and other accounting tasks.

Conduct internal and external evaluation of department programs.

Prepare reports as required by federal and state programs and local governing bodies.

Conduct annual performance evaluations of staff.

System Management

  • Contribute to and apply the evidence base of public health.
Adopt systems level principles to services and programs.

Actively participate in the national public health accreditation process.

Lead health department in performance management, quality improvement, and workforce development activities.

Attend training opportunities that build capacity and skills pertinent for local health department leadership and management.

Perform public health preparedness duties and activities as indicated in the Public Health Emergency Response Plan.

Financial

Oversee and administer departmental contracts, grants and tax levy dollars.

Develop, implement, monitor, and approve departmental budget and expenditures to ensure compliance with financial guidelines and grant requirements.

Obtain outside funding through grants, collaborative contract arrangements, and fee for service revenues to supplement county levy.

Negotiate, develop, and monitor contracts for purchase of service with organizations and individual providers.

Develop reports on progress, budgets, and department activities.

Performs other duties of a similar level or type.

Work Requirements:

  • Bachelor's Degree in Nursing, Master's Degree preferred in Public Health, Environmental Health, Biological Science, Public Administration as required by State Statute 251, or combination of experience and training as set forth under the Dept. of Health & Social Services Administrative Code for Public Health Officers.
  • For a Level II

Health Department:
Requires a minimum of 3 years of directly related experience administrative and public health experience.

  • A Valid Wisconsin Driver's License or evidence of mobility. Licensed or Certified in State of WI as required.
