SUPERVISORY RESPONSIBILITIES

SUMMARY

Is responsible for supporting the planning, development, coordination, implementation, and monitoring of the Parent, Family and Community Engagement (PFCE) content area for the Head Start (HS) 0 to 5. Ensures that volunteers meet minimum requirements per Head Start Program Performance Standards (HSPPS), philosophy and mission.

Provides training, support, and oversight to staff to ensure that caregivers, parents, and families are engaged in the programs and community.

Maintains close communication with Family Engagement/Volunteer Services Coordinator who may set priorities and assignments. Supports Fresno EOC's mission by providing support to caregivers and parents; and encouraging program engagement by community stakeholders per Head Start Program Performance Standards, philosophy and mission.

Assist in achieving the agency's vision, "For Those We Serve," by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS

Provides training and support to staff in integrating PFCE plan into program options.

Monitors and maintains data and record keeping system for Family Engagement/Volunteer Services, that includes Local Parent Meetings (LPM), volunteers for the program and County-Wide Policy Council (CWPC).

Provides training and technical assistance to staff to:

  • Support caregivers and parents in developing healthy self-concepts and becoming the primary family educator(s).
  • Provide a comprehensive PFCE plan that offers activities and connection to resources/services that support and enhance the caregiver/parent role.
  • Build relationships to engage with caregivers/parents and children in comprehensive services.
  • Engage caregivers, parents, and families in planning and participation of LPM's and CWPC meetings.
  • Recruit, train, assign, and schedule caregivers, parents, and other volunteers as appropriate.

Establishes and maintains effective working relationships with public and private agencies to ensure availability of resources for children and families enrolled in Head Start 0 to 5.

Recruits and trains parents, caregivers and families to volunteer/participate in the classroom.

Facilitates planning and implementing workshops, trainings, and activities for parents, caregivers and families by using Positive Parenting Solutions Curriculum.

Develops, leads, and facilitates engagement groups, activities, and events to promote community/parent involvement.

Arranges and/or provides transportation to CWPC meetings, workshops and trainings as needed.

Collaborates with community agencies and develops inter-agency agreements to provide resources, referrals, and services to families.

Monitors and evaluates classroom volunteer activities.

Develops and maintains appropriate records and documentation of in-kind donations on CP.

Develops and maintains files on all community volunteer placements on CP.

Compiles records and prepares reports to be submitted to the Family Engagement/Volunteer Services Coordinator monthly.

Expands impact of PFCE plan by supporting parents, caregivers and families in mentoring other parents/caregivers/families, facilitating groups, and recruiting others into the program.

Maintains relationship with community agencies/resources to update Parent Handbook and Community Resources annually.

Models professionalism for staff, parents, children, clients, and community members.

Promotes a collaborative environment within the service areas, program, and agency.

Actively encourages and embraces diversity.

Adheres to the American With Disabilities Act (ADA-2010) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.

Maintains strict compliance with universal precautions.

Performs a variety of related tasks as assigned by Family Engagement/Volunteer Services Coordinator.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children and families.

Travels to all Head Start 0 to 5 centers/sites to communicate, monitor, and visit each site periodically.

Travels for agency business using personal transportation.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:

Associates Degree required.

Associates Degree with a minimum of thirty (30) college units in Social Work preferred. .

EXPERIENCE:

Two (2) year of related work experience in a non-profit agency, preschool, social work, human services,

Family services or education program required.

One (1) year training experience with facilitating parent workshops required.

OTHER REQUIREMENTS:

Proficient in Microsoft Office Suite and related business software.

Operate a ten key calculator to perform simple mathematical calculations.

Willing to work non-traditional hours and days to meet the needs of this position.

Ability to work well with preschool children/families and diverse population, and with contracted service providers and representatives of collaborating agencies.

Bilingual in English and Spanish or other secondary language may be required based on the needs of the clients and the program.

Attend and pass the Family Development Credentialing Program within two (2) years of employment.

Maintain a valid California driver's license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles. Proof of insurance will be required.

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

As of December 31, 2021, all Fresno EOC employees must be fully vaccinated for COVID-19 and provide documentation of their vaccination status as a condition of employment, unless such employee has been approved for an exemption from the COVID-19 vaccination requirement as a reasonable accommodation for a medical condition or sincerely held religious belief.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:

1. The person submits a written statement from a licensed physician declaring that because of the person's physical condition or medical circumstances, the immunization is not safe.

2. The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.

3. The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.
