Job Summary
This position is located in the Office of Human Resources and Employee Development, DC Department of Parks and Recreation.

The incumbent of this position serves as a Human Resources Specialist and is responsible for providing a full range of human resources support and advisory services.

Duties and Responsibilities
Provides human resources support and advisory services to administrative, managerial, and supervisory personnel.

Provides guidance and assistance in the development and submission of personnel action requests related to position descriptions, evaluations, hours of duty, leave and pay administration and other human resources matters related to position classification, staffing, training, records management, and employee relations.

Serves as liaison between supervisor and subordinate employees.

Relays instruction and requirements, policies and procedures, coordinates work assignments to ensure timeliness, thoroughness, and compliance to deadlines, regulations, and reporting requirements.

Maintains personnel information in order to produce regular and special reports upon immediate requests. Reports include statistical analysis, position status and personnel performance measures.

Participates in the development of technical and administrative operational procedures for use throughout the DPR; stays abreast of current personnel and administrative policies, procedures, rules, regulations, and requirements to resolve current and/or anticipated problems.

Makes visitations to operational sites and offices to assess policy enforcement; disseminates information; and supervises program adjustment as necessary. Assists in establishing policies and procedures for the office to ensure the development and implementation of programs.

Drafts and ensures the accuracy, timeliness, and feasibility of a variety of personnel documents, developing written documents as necessary (position descriptions, performance appraisals, incentive and/or corrective and adverse action recommendations and personnel action requests); follows up as necessary and prepares appropriate reports to the supervisor.

Responds to inquiries received by the Human Resources (HR) Manager and is relied upon to independently respond to the activities of the HR Manager.

In the performance of these responsibilities, incumbent is required to maintain knowledge of current policy in order to provide effective public relations and intelligently reply to request for information and/or appropriate process and procedures.

Maintains liaison with DCHR for the purpose of tracking and preparation of personnel request.
Qualifications and Education

Specialized Experience:

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

The work is primarily sedentary and is performed in a normal office setting.
