As we expand our network of professionals, we are seeking Subject Matter Experts in various fields, including but not limited to Apprenticeships, Workforce Development, Unemployment Insurance, Behavior Inventions, Community College, Data Methods and Tools, Disability and Employment, Employer Compliance - Earnings and Wages, Employment and Training, International Labor Issues, Substance Use Disorder, Reentry, Research on Performance Management, Unemployment Insurance, Worker Leave, and Worker Protection.

Responsibilities

  • Oversee the development, management, operation, cost, scheduling and technical performance of the required tasks.
  • Provide overall technicalguidance and leadership, leading the planning and organization of evaluation assignments, deliverables, and liaising with DOL as primary point of contact.
  • Oversee evaluation design and execution.
  • Ensureevaluations meet all DOL guidelines and policies.
  • Serve as overall quality assurance for all evaluations.
  • Responsible for overall client satisfaction and project leadership.
  • Present findings appropriate to DOL decision and policymakers.
  • Develop and revise data collection tools to ensure quality data for variables that correspond to key program and project outcomes and impacts.
  • Oversee the development of scientific writings such as conference presentations and manuscripts for publication to summarize and disseminate key findings.
  • Manage project team and team of consultants.
  • Monitor progress and coordinate with internal and external partners and stakeholders.
  • Work with DOL to use M&E data collected from activities to inform rolling assessments, and program level and strategic level guidance.
  • Work with DOL to implement cluster evaluations, mid/final evaluations and facilitate learning for design of future activities.
  • Serve as overall quality assurance for all evaluations, ensuring compliance with the DOL Evaluation policy.
  • Responsible for overall client satisfaction and project leadership.
Qualifications

  • A PhD is required;
  • A minimum of 10 years of experience performing social science research;
  • A minimum of five (5) years of experience serving as a project director or in an equivalent position in project management;
  • A minimum of five (5) years of experience conducting implementation or impact studies for workforce development systems, employment and training programs, education, or related social service programs;
  • Demonstrated ability to provide guidance, direction and supervisions in all required areas; and
  • Experience evaluating employment and training, education, social services, or related programs.
