Duties

**THIS POSITION CAN BE MADE PERMANENT WITHOUT FURTHER COMPETITION.**
  • Process various types of operational financial transactions on a daily basis, each with its own process, procedure and regulation. General focus is on end-to-end disbursement process of multiple financial transaction types, categories and obligations to include but not limited to; include but not limited to commercial, intragovernmental, travel and grant financial transactions in a financial system of systems.
  • Serves as a delegated Certifying Officer (CO) for processing disbursements and adjustments in a financial system of systems.
  • Serves as financial liaison to internal/external stakeholders and officials for government agencies, organizations and institutions regarding financial data and processes and responds to inquiries or requests.
  • Reviews, reconciles, updates and resolves financial system data or information to include but not limited to, bank routing and account information, general ledger account information, various financial system modules for different transaction types and their adjustments in a financial system of systems.
  • Communicate oral and written correspondence and technical guidance to various stakeholders on inquiries regulations and financial reporting requirements to ensure compliance.
  • Prepare root cause analysis using qualitative/quantitative tools and analysis for problem solving complex cross functional scenarios inclusive of different departments, stakeholders, data sets and systems.
  • Performs various financial transactions and prepares supporting documentation to include but are not limited to reconciliations, financial status reports, briefs, and inquiries. Provides analysis and advice on grant financial matters to program officials, administrative officials, and senior financial officials.
  • Reconciles and interprets complex data and data elements from financial system of systems to Prepare root cause analysis using qualitative/quantitative tools and analysis for problem solving complex cross functional scenarios inclusive of different departments, stakeholders, data sets and systems.

Qualifications

At the GS-9 level Qualified candidates must possess:

1 year of specialized experience equivalent to at least the GS-7 level or equivalent experience.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: Analyzing, reconciling, and processing disbursement data, transactions and activity for various federal disbursement types; and providing guidance to stakeholders on the application of various federal financial regulations to coordinating financial transactions in Oracle and federal systems of systems.

At the GS-11 level Qualified candidates must possess:

1 year of specialized experience equivalent to at least the GS-9 level or equivalent experience.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: Analyzing, reconciling, and processing disbursement data, transactions and activity for various federal disbursement types; and providing guidance to stakeholders on the application of various federal financial regulations to coordinating financial transactions in Oracle and federal systems of systems.
