Title - Technical Writer
Client - FHFA
Duration - It is a Part-Time (1200 hours per year) for the next 10 months.

The Division of Enterprise Regulations (DER) mission is to evaluate the safety and soundness of the Enterprises by executing risk-based examinations and ongoing monitoring, reporting outcomes, monitoring Enterprise remediation efforts, issuing examiner guidance, issuing supervisory guidance, composing rules and regulations, and assessing risk to achieve FHFAs strategic goals. The Examination Group fulfills DERs principal supervisory function, and is responsible for planning and executing examinations, ongoing monitoring, and risk assessments of the Enterprises and the Common Securitizations Solutions, LLC.

SCOPE
The scope is for a candidate to develop operating procedures and assistance in developing DER Project Management Standard Operating Procedures. This includes the development of guidance that provides direction for all employees involved with project management responsibilities. The candidate shall develop standard operating procedures (SOPs) for DER project management function with documented instructions for managing and storing information related to the work products produced on a daily basis.
The primary objective of this effort is to develop procedures that document the framework for the project management functions across DER and to bring consistency and transparency. The procedures will establish best practices to be used in the achievement of DERs project management goals and internal DER portals.

TASKS
The candidate shall provide consulting services to support the development of project management systems governance and the contractor will perform the following tasks: Document project management processes by creating detailed documentation listing all project management tasks and steps required to complete them. Document tracking system and dashboards by creating detailed documentation of the technical configuration, dependencies, and code used to create and maintain the DER Supervision Planning Tool, Remediation Tracking System, Dashboards, and other tools. The task does not require coding or development, only documentation of the code. Develop standard operating procedures (SOPs) related to project management functions, specifically incorporating the use of SharePoint, Tableau, FHFA Gateway and various FHFA shared drives. Review and update existing SOPs or documentation related to the project management processes. Prepare drafts and final versions of documentation, procedures, and business process maps. The contractor may be required to provide a document outline prior to draft documents.

PERSONNEL EDUCATION/EXPERIENCE
Candidates shall possess strong analytical, problem solving, facilitation and communication skills with a keen attention to detail and organization. The Candidate should be able to adapt to change quickly and effectively and must be able to work independently to prioritize work as well as collaborate as a team member and facilitator. The Candidate shall possess the following qualifications:
Bachelors degree in information technology, information management, business, project management, or related major
3+ years of professional experience in project management and/or processes
Demonstrated experience documenting processes to develop standard operating procedures
Technical writing skills in communicating at all levels within an agency/organization to provide guidance and instructions
Experience in Microsoft Office
Experience in SharePoint (especially lists and wikis)
The following qualifications enhance the competitive value of the candidate(s):
Tableau Desktop, Server, and Prep Builder preferred
