The Presidio Trust is seeking an Environmental Health Specialist who will support the Emergency Management and Safety department. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

The Environmental Health Specialist serves as a compliance officer and in-house consultant for projects with an abatement, asbestos, and mold element for the Presidio Trust. Provides inspection services and conditions assessments for asbestos abatement, mold remediation and lead based paint projects, and oversees compliance requirements of the lead and asbestos program. The Environmental Health Specialist provides periodic reports on quality controls and compliance elements related to the lead and asbestos program of the various maintenance, renovation and construction projects led by or on behalf of the Presidio Trust.


This is a full-time position with benefits and a starting pay range of $108,547 to $123,745. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by July 5, 2024, will receive first consideration.

Responsibilities

* Conduct program and process reviews of complex and diverse projects and serve as a technical authority on lead, mold, and asbestos compliance reviews, including facilitating often unprecedented resolutions with multiple stakeholders.

* Provide expert technical advice, guidance and recommendations regarding the context, interpretation or development of occupational health policy and programs

* Conduct the full range of occupational health audits and reviews to recognize occupational factors and stressors and develop deficiency resolution for a wide range of settings in a natural resources organization and maintenance facilities.

* Train all levels of staff on complex technical concepts and procedures.

* Develop, review, and finalize consultation and agreement documents, standard operating procedures, and tools related to mold, asbestos, and lead.

* Ensure full environmental compliance in regard to lead, mold and asbestos with all applicable laws, regulations, policies, standards, Executive Orders, and directives.

* Evaluate program guidance and policy changes and provide expert program advice to Presidio Trust leadership.

* Evaluate and update standard operating procedures to improve efficiency of program delivery as well as integrating with other program areas across the Presidio Trust Divisions.

* Responsible for all aspects of the Presidio Trust Lead Based Paint Plan and chairs monthly meetings.

* Ensure written products, correspondence, and reports are accurate, timely, and delivered to the appropriate audiences and made available to stakeholders in an organized system.

* Apply solutions that address mold, lead, and asbestos impacts for projects. Coordinating with government agencies, stakeholders, and organizations on Environmental Assessments.

* Develop, update, and enforce a Lead and Asbestos Abatement Policy and Plan to include facilitating quarterly and bi-monthly stakeholders' meetings.

* Maintain a database of active and completed projects for performance evaluations against Policy/Plan.

* Ensure project managers and contractors file regulatory compliance notifications when applicable as part of the permitting process and communicates as point of contact with the Bay Area Air Quality Management District (BAAQMD) with asbestos abatement project requirements or project issues.

* Coordinate with Environmental Compliance Specialist for proper waste profiling and disposal of hazardous materials.

* Procure third party oversight by Certified Asbestos and Lead Consultants to perform air monitoring during the asbestos and lead abatement process and clearance sampling post abatement.

* Work with Permitting Manager reviewing and approving Work Plans for lead-based paint, asbestos abatement, or mold element projects.

* Work with internal stakeholders on developing documents and communication strategies directed at prospective tenants that align with the Abatement Policy/SOP.

* Serve as the main point of contact with regulatory agencies on issues regarding Lead Based Paint and Asbestos Abatement.

* Public Safety representative for Emergency Operation Center during all hazard events.

* Provide quality control assurance regarding PPE and safe work practices involving lead and asbestos.

* Other duties as assigned.

Required Qualifications

* Bachelor's degree in industrial Hygiene, Environmental Health or Science, or related field and

* At least eight (8) years' experience working with lead-based paint, mold, and asbestos-containing materials to include two (2) years of experience working in and around occupied residences.

* Completion of AHERA training and annual refresher training for the following:

o Mold Remediation/Inspector (Initial and Refresher); Federal EPA Lead Renovation, Repair, and Painting; Asbestos Building Inspector; Lead Inspector Assessor (Initial and Refresher).

o Either Lead Supervisor/Project Monitor or Lead Inspector Assessor.

* Expert level knowledge of industrial hygiene theories, principles, practices, concepts, methodologies, techniques, and control measures.

* Ability to communicate orally and in writing.

* Collaborate with internal and external departmental staff as needed.

* Ability to interpret documents and problem-solve.

* Must be proficient in Microsoft Office suites, such as MS Excel, MS Word, MS Project, MS Teams, and MS Outlook to include geospatial software.

* A valid Class A California driver's license.

* Obtain Federal Aviation Administration Part 107 Commercial UAS Pilot License within one year of appointment.

Desired Qualifications:

* Experience with mapping software systems, such as ArcGIS.

* Experience with building management systems to build a tracking database.

* Master's degree in environmental science, industrial hygienist, or related field.

* A passion for the mission and values of the Presidio Trust.
