OVERVIEW:
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
Performs a variety of highly technical and analytical fiscal functions in support of the District's financial administration of contracted services and state/local funding requirements; assists and facilitates the District's financial planning and management process; provides specialized functions in the analysis, tracking, processing, and reporting of financial and budgetary transactions requiring a thorough knowledge of district accounting and reporting policies, procedures, and requirements. Employees in this classification receive limited supervision within a broad framework of policies and procedures and may supervise support staff. This job class is designated as supervisory, overtime exempt, and requires effective organizational, problem-solving and decision-making skills.

CLASSIFICATION: Range 20 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

SUPERVISOR: Associate Vice President of Facilities & Capital Construction or designee

Typical Duties, Knowledge and Ability

Essential Functions:

  • Reviews, analyzes, and evaluates financial aspects of contracted projects, accounts, and/or transactions related to fiscal planning, monitoring and reporting.
  • Prepares and monitors budgets affecting contracted services and/or state/locally funded projects in accordance with appropriate funding guidelines, laws, and District policies.
  • Compares actual figures/expenditures to contract commitments and timelines, projects present and future costs of contract changes or modifications, and develops periodic cost analyses as required.
  • Coordinates, monitors and schedules projects according to established timelines; follows up accordingly.
  • Calculates and costs out financial proposals and contracts to determine fiscal impact.
  • Monitors, maintains and controls the financial aspects of assigned federal, state, and/or local funding sources.
  • Monitors and researches expenditures and statistics for projects within scope of assigned funding sources.
  • Compiles statistics and tracks expenditures to complete and file reports and billings to appropriate agencies.
  • Coordinates the preparation of financial statements and reports within scope of assigned funding sources
  • Ensures coordination between budgeting systems and other applicable management systems.
  • Performs special assignments and analysis as requested by the Vice President or designee.
  • Analyzes, prepares, and reviews data for financial reports; analyzes monthly general ledgers; prepares journal entries for District; may perform technical accounting functions to close books at the District’s fiscal year end.
  • Assists in developing and implementing controls for fiscal accountability; assists administrators and may assist other District personnel with contract budget development, monitoring, and reporting.
  • Serves as a resource to provide information or research and resolve problems related to contractual fiscal planning and commitments.
  • Prepares budget transfers for District ensuring proper account coding and verifying availability of funds; sets up new accounts following the Budget and Accounting Manual guidance.
  • Trains, supervises, and formally evaluates support staff as assigned.
  • Attends a variety of meetings and conferences.
  • Performs other related duties similar to the above in scope and function as required.
Knowledge of:
  • Principles, practices, terminology, and organizational structures used in accounting, auditing, and financial work, including governmental and community college fiscal procedures.
  • Budget planning, management, monitoring, and reporting practices.
  • Basic statistical and financial analysis methods and procedures.
  • Financial record keeping, and governmental accounting procedures and practices including knowledge of federal OMB regulations, California Community Colleges Budget and Accounting Manual and appropriate California codes and regulations, particularly for restricted funds.
  • Principles of effective staff management and leadership.
  • Analytical methods and effective interpersonal skills.
  • Computerized systems and software, with strong preference for Colleague and MS Excel.

  • Analyze situations accurately; make independent decisions.
  • Gather statistical data, conduct research, and prepare analytical reports.
  • Develop, implement, supervise, and revise work and task schedules to consistently meet established and evolving timelines.
  • Operate standard office equipment and computers and learn and use software applications such as Microsoft Office programs, Excel, Colleague, and other programs.
  • Communicate effectively in both oral and written forms.
  • Accurately work with arithmetical calculations and projected fiscal scenarios.
  • Interpret and apply District policies and procedures to practical situations effectively.
  • Establish, organize, and maintain confidential files, records, and information.
  • Provide guidance and direction on a wide variety of financial and accounting related policy and legal compliance matters.
  • Establish and maintain cooperative and effective working relationships with others, including those from diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds.
Experience/Education

Education Experience Required:

  • Progressively responsible experience in budgeting, financial management, and/or general statistical/analytical work.
  • Associate’s degree in Business Administration, Accounting, or related field, plus two years of related experience, OR an equivalent combination of education, training and experience.
  • Supervisory experience preferred.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
