Position Summary

The Policy & Program Analyst is responsible for collecting, analyzing, and communicating policy and program information to WEDC staff to achieve objectives and strategic initiatives. In support of these duties, the Policy & Program Analyst conducts research and develops options for business and community development by analyzing enterprise data and relevant public policy. The Policy & Program Analyst also serves as a subject matter expert by providing guidance on policy reports, briefs, and program development.

Responsibilities

The Policy & Program Analyst will spend a majority of their time in these activities:

  • Coordinate the development of WEDC program guidelines and midyear revisions.
  • Facilitate the analysis of measurement information and draft recommendations to improve WEDC program performance through periodic and comprehensive program evaluation.
  • Draft policy and fiscal analysis of state economic development-related legislation, initiatives, and policy issues in Wisconsin.
  • Conduct analysis of state and federal laws, regulations, and programs to identify strengths, weaknesses, opportunities, and threats for economic development in Wisconsin.
  • Support inter-agency efforts in the compilation, review, and publication of the Annual Report on Economic Development.
  • Assist with outreach to partners and stakeholders to solicit input on programs and policies.
  • Support cross-functional WEDC group work.
  • Establish and maintain information sources and liaison with legislative service agencies, the Department of Revenue, and the Department of Administration.
  • Prepare oral and written reports on research results for a range of outlets and audiences.
  • Contribute to continuous process improvement efforts.
  • Other duties as assigned.

Education and Experience:

  • Three to five years of experience in economics, statistics, public policy or related field preferred.
  • Bachelor's degree in Economics, Public Policy or a related field or comparable education/experience/training.
  • Experience in legislative analysis and state budget development preferred.
Skills and Talents:

  • Quantitative, analytical, and problem-solving skills
  • PC applications including word processing, spreadsheet, database management and Windows software.
  • Strong project management and organizational skills; attention to detail.
  • Research, writing, and communication skills required.
  • Possesses a high level of knowledge of state and federal laws/regulations, rules, policies and procedures.

  • State-wide travel may occur, 10% of the time. Travel is anticipated to include day and overnight travel.
