ABOUT US

The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates. The Drug Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program, Medical Marijuana Program, and Adult Use Cannabis Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of health care professionals for improper prescription, diversion and misuse of controlled substance medications and issuance of all license types associated with the drug industry.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.  
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
Duties include but are not limited to:

Directing staff and operations of the division at the direction of the Drug Control Division Director;Assisting in the coordination, planning, and management of enforcement activities;Assisting and providing input in the development of related policy;Interpreting and administering pertinent laws;Evaluating staff and coordinating with the Human Resources Department as needed;Assisting in preparation of the division budget;Conducting presentations to law enforcement organizations and local government about the law regarding hemp, Adult-Use Cannabis Program, and Medical Marijuana Program;Assisting in the formulation of program goals and objectives and tracking their progress;Evaluating and developing statistical and technical reports and other related data regarding drugs, medical marijuana, and adult use cannabis;Assisting with the direction of mutually cooperative efforts with law enforcement agencies necessary to seize contraband drugs, arrest drug law violators, and control illegal drug traffic;Determining whether criminal or administrative action be followed for violation of drug laws by a licensed professional;Reviewing reports and assisting in the writing of reports;Attending meetings and conferences with or in place of the Director;Revising, updating, and maintaining Drug Control Division Policies and Procedures; andPerforming related duties as required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and practices;relevant state and federal laws, statutes and regulations;project management; principles and practices of business and public administration with emphasis on effective organization, administration and management Considerable interpersonal skills; oral and written communication skills;Considerable ability to analyze organizational problems and determine effective solutions.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    
PREFERRED QUALIFICATIONS
Experience working with investigators or conducting investigationsExperience engaging with regulators in government enforcement actionsExperience managing enforcement cases from inception to final resolutionExperience applying state law in the cannabis industry for medical and adult useExperience handling complaints or regulatory investigations
