Description

Oversees all environmental programs in the Utilities Department. The incumbent manages environmental permits, oversees required reporting, and investigates environmental and regulatory related issues, if necessary.

Duties

Essential (primary)
Directly supervises the Pretreatment Coordinator, Water Quality Coordinator, MS4 Coordinator and Hazardous Materials Coordinator and oversees the programs covered by them.

Develops sampling plans, including identifying the appropriate approach to ensure statistical legitimacy.

Investigates and researches historical land use issues as they relate to environmental cleanup sites.

Responds to all formal requests for information from the public and other departments in accordance with open-records laws.

Advises the Director and other staff of findings, based on technical and scientific research, related to drinking water and wastewater treatment industries, groundwater monitoring plans, and various geological and public health issues.

Compiles compliance reports using industrial self-monitoring reports and CBU lab reports. Identifies industrial compliance problems with Clean Water Act regulations.

Advises Environmental Programs staff regarding enforcement issues as they arise

Issues and establishes standard contracts for hauled waste customers.

Prepares and submits environmental reports and data related to CBU, including programs covered by the SDWA, RCRA, CWA, TSCA and other regulatory programs.

Develops and manages the Dillman Road landfill permit. Manages programs related to disposal of waste by septic haulers. Performs related duties as assigned.

Take all reasonable steps to maintain a safe work environment.

Non-Essential (secondary)
Hires engineering and statistical data analysis contractors. Job Requirements

Minimum experience equivalent to one year managing environmental programs and supervising others.
 
Minimum knowledge equivalent to a master’s degree in environmental science or a related field that provides the requisite knowledge, skills, and abilities.
 
Ability to demonstrate leadership skills and understanding of environmental laws and regulatory programs.
 
Ability to provide effective leadership and to supervise the activities of professional staff and department operations.
 
Ability to develop and review departmental policies and procedures and to make recommendations to the Utility Service Board.
 
Ability to read and interpret technical reports.
 
Understanding of geological principles and practices, including groundwater. 

Ability to get an Indiana’s Driver License required.

Difficulty of Work and Personal Work Relationship Difficulty of Work
Work is performed in a modern office environment, with regular visits to sites required that exposes the incumbent to associated hazards. Incumbent is periodically required to work overtime and attend evening meetings.

Personal Work Relationships
Incumbent maintains frequent contact with department superior and subordinate personnel, local government officials, new media, business representatives, and the public for the purpose of coordinating and ensuring environmental compliance by the Utilities Department, making policy recommendations and explaining departmental projects and procedures.
