Position Summary

This position will be responsible for ensuring consistent management and oversight of contracts. This role leads various aspects of contract and vendor management, to include contract initiation, proposal evaluation, maintenance, vendor performance, financial analysis, contract administration and relationship, risk and document management. This position will establish contractual and performance management standards and develop working relationships with vendors to ensure cost-effective delivery of committed goods and services. This role requires close collaboration with various departments, including procurement, operations, project management, account management, business operations, safety and finance.
 

Tasks and Responsibilities
-Develop work scope, plans, schedule, & budget for all assigned contracts.
-Coordinates and administers new & existing materials &/or services contracts.
-Generates purchase requisitions, prepares solicitation requests (RFP, RFQ, RFI), leads bid/proposal reviews and obtains necessary approvals for all contractual forms.
-Create accurate, complete, and strategic purchase requisitions and supporting documents prior to contract development by the Procurement team. Consult with key stakeholders to make any necessary alterations in order to prevent delays in contract development activities.  
-Interact regularly with Procurement Category Managers as a liaison for each assigned business unit and streamline procurement communication among all key stakeholders.
-Analyzes and documents contract development and seeks continuous improvement of contract structure and spend.
-Identifies innovative contracting solutions that provide financial savings and process efficiencies for the organization. 
-Administers and maintains records in accordance with Records Management policies & procedures.
-Leads the evaluation and selection of vendors, as well as the negotiation of purchase contracts. Manages performance, risk and relationships issues that arise with vendors or products, as necessary.
-Manages contract administration: change orders, invoice payment process, contract close out & performance assessments.
-Confer with management to discuss and resolve matters of work procedures and vendor performance.
-Analyzes and documents contract development, negotiations, and executions trends so that continuous improvement of contract structure and spend is facilitated.
-Monitors contract spend, burn rate, budget, etc. utilizing dashboards and reports, and initiates underfunded PO process or reallocation process as necessary.  
-Analyzes contract accruals, including but not limited to verifying annual budget forms in a timely manner and reviewing and proactively addressing contract trends and spend reports.
-Communicate requirements and set clear expectations for all business unit stakeholders utilizing each contract. Ensure that contractual obligations and the CPS Energy Procurement Policies and Procedures are adhered to while the contract is being executed.
-Develops and continuously improve work processes & efficiencies, as well as provide management support and interface with management at all levels, including executives.
-Provide monthly reporting for all contracts / collect and analyze data to create documents, reports, memos, graphs, charts, tables, etc.
-Provide management reporting on procurement compliance.
-Use appropriate interpersonal skills and communication methods to build constructive relationships with employees, customers, vendors, business units, and other stakeholders to meet shared goals and objectives.
-Assess the cost and risks of various contract provisions as needed.
-Administers and maintains records in accordance with Records Management policies & procedures.
-Performs other duties as assigned.

Preferred Qualifications
-Masters’ degree.
-Extensive experience with financial and operational analytical support.
-Extensive experience with administration of applications.
-Extensive knowledge and experience in Microsoft Excel.
-Proficient in SAP and Microsoft Project.
-Relative experience in supporting utility construction and maintenance.

Minimum Education

Bachelor’s degree in Business, Finance, Accounting, Computer Science, Information Systems, Mathematics or related field from an accredited university or proven working experience may be used in lieu of degree

Required Certifications
Working Environment

Indoor and outdoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. May work with dangerous equipment and be exposed to noise, fumes, extreme temperatures.
Use of personal computing equipment, telephone, multi-functioning printer and calculator. Ability to travel to and from meetings, training sessions or other business related events. After hours work may be required.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
