Serves as a Contracting Officer and Technical Contract Expert and Authority for applicable contractual matters related to new and/or mature weapon system requirements with complex and unique logistics support problems.
Analyzes alternatives for program procurement requirements and develops procurement strategy tailored to provide the most effective support of current needs and anticipated long range program requirements.
Coordinates with appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed.
Establishes Long-Term Contracts, Indefinite Delivery Indefinite Quantity (IDIQ) Contracts, Prime-Vendor, Direct Vendor Delivery (DVD), Virtual Prime Vendor, or Performance Based Logistics (PBL) Contracts for commercial and non-commercial items.
Performs cost and price analysis. Reviews and analyzes certified cost/pricing data and performs cost analysis based on the review of certified cost/pricing data or other than current cost and pricing data for commercial and non-commercial items.
Develops commerciality determinations, pricing, and negotiation business clearance documents.
Coaches/Mentors junior specialists to assist in their development.
