MAIN PURPOSE OF JOBThe Director of Compliance serves an integral role on the soccer operations staff ensuring both ongoing club compliance and execution of players contracts/transfer agreements meeting MLS, local & federal tax laws, and FIFA guidelines. The DOC will audit and ensure ongoing roster and financial compliance in line with league rules and budget guidelines.  Responsibilities will include the preparation and review of all MLS/MLS NEXT Pro league related documents including player contracts and transfer documents. The candidate will also serve as the main administrator responsible for managing the FIFA systems regarding TMS and the FIFA Clearing House. They will possess great understanding of FIFA rules regarding player transfers including both solidarity/training compensation and manage for both incoming and outgoing transactions.  The Director of Compliance will maintain and update a database of player/club documents used on the Soccer Operations side of the club. They will also work closely with Team Administrators and lead long term immigration strategies and maintain a strong relationship with immigration attorneys to complete projects as quickly as possible. ESSENTIAL DUTIES & RESPONSIBILITES Other duties as assigned.
DUTIES
  • Serve as the point person for all player transaction documents, including contracts, loan agreements, agent communications for PTFC and Timbers2
  • Review all player contracts and loan agreements 
  • Manage contract templates and transfer process for Timbers2 
  • Maintain healthy communication with MLS/MLSNP league officials
  • Audit and ensure roster compliance with MLS and MLSNP rosters in line with league roster and budget guidelines
  • Manage and track compliance of SafeSport trainings, etc.
  • Review regularly relocation and fringe benefits to ensure league compliance
  • Manage all long-term club and player immigration matters in coordination with Team Administrators
  • Regularly review and update all team handbooks, waivers, etc. on a regular basis
  • Assist in preparing the Sporting Department budget; including player spend, relocation, fringe benefits for PTFC and Timbers2
  • Assist in Strategizing on salary cap management, player contract structuring, and utilization of allocation funds
  • Preserves strong knowledge in regard to all MLS/MLSNP rules
  • Ensures club follows all necessary protocols with regards to compliance with all FIFA, MLS, MLSNP policies
  • Work with the league, agent, player and Foreign Club to prepare player transfer documents
  • Serve as the main team administrator for the teams FIFA TMS portal ensuring clubs stays in good standing
  • Work with the Assistant General Manager to manage all matters related to the FIFA Clearing House and TMS
  • Prepare various legal and contractual documents in connection with club legal team
  • Manage training compensation and solidarity claims for Timbers and Timbers2
  • Provides awareness with regards to all MLS rules related to Free Agency, Reentry drafts, expansion drafts, MLS Superdrafts etc.
  • Advises on transfer risk assessment
  •  Create and maintain an updated database of all club documents, waivers, club/player policies, etc. 
  • Assist in club representation on MLS and MLS NEXT Pro league calls as required
  •  Assist in the preparation of the player spend documents and supporting budgets
  •  Provides direction and implements control on staying current regulations and certifications
  • Provides additional guidance and research at the request of the General Manager
  • Serve as a leader and resource to all team coaches and technical staff on matters pertaining to compliance
  • Work with the Academy and MLSNP staffs when needed as a resource of support in knowledgeable areas
  • Represent Timbers’ best interests 

REQUIRED SKILLSQualifications
  • Law or related degree preferred.
  • 2-4 years Major League Soccer experience preferred. 
  • Proficient knowledge of MLS Salary Cap Rules, roster budget mechanisms and Collective Bargaining Agreement 
  • Familiarity of workings with professional soccer, both globally and domestically
  • Maintains a high level of commitment to organizational ethics, integrity, and compliance.
  • Demonstrated administrative and organizational abilities to manage multiple priorities, including event and long-range planning.
  • Extremely detail-oriented with the ability to multi-task and meet deadlines with minimal supervision.
  • Strong interpersonal skills and the ability to effectively communicate, both written and verbally.
  • Demonstrated decision making and problem-solving skills
  • Exceptional knowledge and passion for the sport and MLS 
  • Strong work ethic: team player with a “get the job done” attitude.
  • Bilingual (English and Spanish) fluency a plus but not required.
  • Strong PC skills (Word, Excel, Outlook, PowerPoint).
  • Understanding that work will include extended hours, weekends, and holidays when required.
