Duties

This position is located in the immediate office of the Assessment and Remediation Division (ARD), in the Office of Superfund Remediation and Technology Innovation (OSRTI), in the Office of Land and Emergency Management (OLEM). The Office of Superfund Remediation and Technology Innovation has management responsibility for remediation of sites under the Superfund cleanup program and promotes new technological applications for innovative treatment. OSRTI is responsible for developing national strategy, programs, technical policies, regulations, and guidelines for the cleanup of abandoned hazardous waste sites, increasing the application of innovative treatment technology to contaminated soils and ground water, and working with programs within EPA and representatives of various public and private organizations to promote innovative processes and technologies for cleanup. OSRTI is also responsible for providing technical direction, guidance and support to the Regions at hazardous waste sites through the Environmental Response Team. OSRTI supports the core mission of OLEM by integrating new technologies and advocating improvements to site characterization and remediation.

The Director leads the Assessment and Remediation Division, which is responsible for supporting regions on all aspects of Superfund remediation, including site assessment, remedial investigation/feasibility study (RI/FS), National Priorities List (NPL) listing and deleting, study and design, remedy selection and implementation, and post construction activities. ARD is also responsible for coordination with State and Tribal organizations, and for involvement with the community on Superfund issues. The Division serves as the lead within OSRTI for science policy issues, including risk assessment policies and technologies, chemical-specific policies, and coordination of research. Specific duties of the position include:
Developing and directing a national program to protect natural resources and public health and welfare from threats posed by existing and potential hazardous substance releases. Developing and directing a national program of technical support on all aspects of Superfund remediation, including site assessment, RI/FS, NPL listing and delisting, study and design, remedy selection and implementation, and post construction activities. Working with the OSRTI Director and other Division Directors to provide strategic and program planning, policy development and implementation, and management and control of the Office and the national programs they oversee. Establishing and maintaining working relationships with professional groups, national environmental groups, Federal, State, and local representatives of national, State, and local organizations, and other groups interested in emergency response and hazardous substance control in order to bring the Agency's programs to their attention and solicit recommendations on strategies, policies, administration programs, and implementation of programs. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors. Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements, and/or interagency agreements) are appropriately managed to maximize use of the Agency's resources.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience managing and directing a large, multi-disciplinary organization, including managing policy discussions within the organization, developing regulations and guidance as appropriate, and ensuring successful policy execution.

TQ 2 - Demonstrated experience communicating complex and politically sensitive environmental policy issues to higher management and external partners.
