Duties

As a Human Resources Specialist (Workforce Relations), you will:
Serve as a Workforce Relations Specialist human resources professional and subject matter expert providing technical guidance on a wide variety of personnel actions which are often sensitive, difficult and complex in nature. Provide analytical and operational support to the development and conduct of workforce relations activities within the Naval Reactors Program. Collaborate with the Branch Chief and team members in all workforce relations activities (e.g., work-life programs, performance management, employee recognition, employee benefits, and employee issues) to improve organizational effectiveness, employee morale, motivation, and productivity. Perform complex analytical work, such as benchmarking, data collection and analysis, root cause analysis. Develop, interpret and analyze data and finding efficient and effective ways of leveraging automated HR systems data in presentations of reports and graphics to support recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band equivalent in the Federal service, which includes application of advanced human resource management principles, concepts, regulations and policies in order to provide expert advisory service and/or authoritative policy interpretations on complex, controversial or precedent human resources management issues and proficient experience in employee relations, performance management, benefits and work-life programs.

Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met.
