Duties

Typical duties for the Government Information Specialist includes but are not limited to the following:
Assists the Branch Chief with all automated systems, screen readers and other forms of adaptive technology; ensures conference rooms accommodate accessibility needs, including specialized or adaptive devices and equipment; ensures special accommodations are present to facilitate the needs participants with disabilities, e.g., readers for those who are visually impaired or blind and interpreters for those who are hearing impaired or deaf; takes meeting notes and prepares accessible documents; organizes, files, and handles sensitive documents. Provides remediation services for Word, PDF, and Excel documents that may contain redactions, images, and are unable to apply Optical Character Recognition (OCR) software. Consults with the Office of the Chief Information Officer (OCIO) to ensure that websites, applications, and other electronic communications products comply with Section 508 requirements. Processes complex FOIA requests for Wage and Hour Division (WHD) records. Researches and prepares WHD responses to requests for release of information. Compiles and prepares informational FOIA statistical reports for Congressional review. Applies FOIA policies and procedures for WHD in accordance with applicable law, DOL regulations and Department of Justice policies. Performs FOIA training to WHD Headquarters and field locations to ensure compliance with Department-wide FOIA program administration. Represents WHD when contacting requesters including officials and representatives from contractors, other government agencies, i.e., federal state, local, and foreign, Congress, private law firms, News media, etc., on all FOIA matters that may involve unusual, complex, controversial, or sensitive information. Establishes and ensures continuing compliance with certain safeguards which permit an individual to determine which records are collected, maintained, used or disseminated by WHD. Participates in special project studies to review and evaluate operation of program in field offices. Coordinates and attends staff meetings and briefings, documents discussions and follows up on directed/recommended actions and any commitments made during meetings/briefings to assure timely completion. Provides guidance to WHD employees in the proper handling of the complex types of requests received, drafting procedures to address unique situations as they arise. Participates in conferences to discuss findings and drafts written responds, which summarizes findings and proposed resolution of problems.

Must be at least 16 years old. Must be a U.S. Citizen. Candidate required to obtain the necessary security/investigation level. Requires a probationary period if the requirement has not been met.

Qualifications

To qualify for this position, applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, (i. e., GS-09 for a GS-11) in the Federal Service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. For this position specialized experience is defined as experience performing administrative and advisory services related to Section 508 Compliance, the Freedom of Information Act (FOIA) and the Privacy Act (PA) programs.

Examples of specialized experience for this position are:
Familiarity with the FOIA process Experience in applying Section 508 accessibility standards Experience using standard assistive devices, Experience using accessibility software, Experience using automated identification testing tools. Experience providing reading services from documents that routinely contain charts, tables, and images.
OR, you can qualify based on education in lieu of Specialized Experience by
Possessing a PH.D. or equivalent Doctoral Degree; or, Possessing 3 full years of progressively higher-level graduate education leading to such a degree; or, Possessing an LL.M., if related. OR, you can qualify combining education and experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
