Duties

As a Senior Physical Security Specialist, you will assists the Chief, Security Management and Operations Branch (SMOB), in development, direction, coordination and administration of the NRC Facilities Security Program, which involves the safeguarding of NRC classified and sensitive unclassified matter at NRC Headquarters, regional offices, contractor, licensee and other facilities coming under the NRC Security Program. The Facilities Security Program includes physical security measures, to include guard forces; conducting security surveys and inquiries; approving security plans, personnel identification and access control systems; occupant emergency planning; handling of classified and sensitive unclassified matter; managing the insider threat program and providing various other agency-wide security support functions to include executive protection at NRC hearings and meetings in the Washington, D.C. area and other locations around the country. Represents the NRC on government security committees.

In this position , you will plan work to be accomplished and, unless directed, sets priorities and establishes schedules for work completion. Provides timely, effective and complete staff responsiveness to the requirements of the branch chief and higher levels of management in a manner which achieves maximum efficiency of resources.

Advises and provides comments and recommendations to the branch chief, in the planning, development, implementation and review of security policies, standards and procedures for NRC Headquarters, regional offices, NRC contractors and licensees to ensure continuing effectiveness, uniformity and consistency.

Conducts special studies and analyses of the operation of the Facilities Security Program and provides findings and recommendations on the results. Serves as technical lead for IT related projects within DFS and project manager for security related contracts.

Serves as a project manager and contracting officer's representative (COR) on security-related contracts, as assigned (i.e., NRC Guard Services Contract for the White Flint North Complex, Technical Security Countermeasures Contract, Security System Maintenance contract).

As a member of DFS's inspection group, conducts and assists in directing, coordinating and administering security surveys (initial, special, periodic and termination) of all areas of NRC Headquarters, regional offices, licensees, contractors and others to ensure the safeguarding of NRC classified or sensitive unclassified matter by:

a. Assuring security surveys are conducted as scheduled;

b. Evaluating new and revised security plans and submitted to DFS to determine adequacy of security systems and procedures and inspecting the facilities;

c. Identifying security deficiencies and making recommendations for remedial action to branch chief;

d. Assuring that necessary corrective action is taken based on recommendations approved;

e. Preparing comprehensive security survey reports; and that subscriber detail reports are updated and current

f. Recommending approval of NRC security facilities for the handling/storage of classified and sensitive unclassified matter after assuring that all security measures have been implemented and are consistent with security regulations and policies. Conducts preliminary inquiries of actual or suspected compromise of classified and sensitive unclassified information to determine if referral to Office of Inspector General is required. Also conducts inquiries involving thefts, threats, and other security related incidents occurring throughout NRC.

Advises and assists NRC Headquarters and regional office staff, at the supervisory/branch chief level, and representatives of NRC contractors, NRC licensees and others on methods and procedures which might result in greater economy and efficiency regarding the performance of their specific functions related to the handling of classified information.

Participates in development of NRC policies on facilities security; reviews and comments on other proposed policies and recommends changes or modifications to existing policies. This involves consideration and evaluation of the effect proposed changes may have on operating offices and NRC management directives.

Approves the use of all security forms used by the NRC.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:
Demonstrated interdisciplinary knowledge of the principles, theories, and practices of physical security and through knowledge of interagency security committee standards and best practices for the protection of Federal facilities. Provide previous experience in design and certification of secure rooms, perimeter intrusion detection systems and access controls. Demonstrate prior experience conducting official inquiries requiring coordination between multiple law enforcement agencies. (EXAMPLE: Describe work experience, education, training, and other activities that demonstrate your knowledge of physical security principles performed as part of physical security assessments of Federal facilities. Cite education and training in physical security and other relevant disciplines. Cite examples of, and references for, research performed, course work or studies completed, certifications received and papers presented.) Demonstrated ability in the application of physical security principles, methods, and tools to support actual decision making with respect to safety and security or operational issues for complex security systems such as access controls for Federal Identity, Credential and Access Management (FICAM) compliance, closed circuit television (CCTV) systems to meet interagency security committee standards and/or designing security systems for floors or buildings. (EXAMPLE: Describe the scope and complexity of assessments you have performed that apply the theories, principles, and methods of physical security to support the evaluation of physical security or operational issues for complex access control or CCTV systems. Describe your specific role. Cite evidence of how well you performed the planning and execution.) Knowledge of NRC rules and (Federal) regulatory requirements, policies, practices, and programs applicable to facility security, information security, industrial security, and occupant emergency planning. Experience in responding to facility emergencies and performing duties outlined in the occupant emergency plan.(Example: Describe your experience and accomplishments in these areas. Provide examples which demonstrate your related experience and involvement in these areas, including how your accomplishments in these areas demonstrate knowledge of NRC policies, practices, and programs related to facility physical security, information security, industrial security, and occupant emergency plans, etc.) Demonstrated ability to plan and conduct complex and innovative occupant emergency and safety exercises. Including the ability to develop and implement successful approaches to problem solving and conflict resolution with multiple internal and external stakeholders. Demonstrated ability to communicate complex technical issues, especially those associated with Federal facilities security, occupant emergency planning, physical security and industrial security, clearly, both orally and in writing. The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.
