Duties

What will I do in this position if hired?
The FEMA Region Ten Operational Readiness and Training (ORT) Section fosters collaborative relationships among and between federal, state, local, tribal, and territorial governments, nongovernmental organizations, and the private sector through the implementation of operational readiness programs. Both positions included in this announcement can expect to work as part of a team that contributes to ORT programs such as hosting interagency meetings, providing response operations technical assistance, and conducting Regional Response Coordination Center (RRCC) training events.

The ideal candidate for the Operational Readiness position will have multi-jurisdictional operations experience, including conducting outreach activities that support incident response operations of Federal, State, local, tribal, territorial governments, nongovernmental organizations, or the private sector. The ideal candidate will have experience effectively planning for, managing, and implementing disaster response activities in large, unique, or catastrophic incidents.

Typical assignments include:

  • Implementing headquarters and regional emergency management standards, regulations and procedures to inform regional response procedures.
  • Performing as a spokesperson at regional conferences, meetings, committees and working groups on emergency response criteria with other agency partners and stakeholders.
  • Informing and assisting with the development of operating plans for the R10 Regional Response Coordination Center (RRCC) processes in support of work group initiatives and priorities.

The ideal candidate for the Operations Training position will have experience with conducting emergency operations center (EOC) operations and events, leading continuous improvement work groups, and producing improvement plans for senior leadership and approval. The candidate will also have experience assisting other program areas to implement improvements into their processes.

Typical assignments include:

  • Provides or coordinates emergency response exercises and training events with regional partners and stakeholders.
  • Assesses, inspects, and evaluates regional emergency management processes, plans, standard operating procedures, and guidance for compliance.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
