Duties

The Office of the Chief of Research Security Strategy and Policy (OCRSSP) aims to strengthen the nation's research enterprise by safeguarding NSF-funded research. OCRSSP works closely with other U.S. federal funding agencies, and the law enforcement and intelligence communities - consistently emphasizing the importance of balancing research security with international collaboration in science and engineering. OCRSSP has dedicated considerable effort and resources to working with the research community and its other partners to:
Equip researchers with the information and tools necessary to ensure that their work is protected. Clarify security issues and mitigate risks. Foster transparency, disclosure and other practices that reflect the values of research integrity. The Program Director will be a member of the team in the Office of the Director (OD), implementing and overseeing program areas related to research security. The Program Director will help establish and maintain programs that find the appropriate balance that protects intellectual property and pre-publication information while sustaining an open scientific research environment, taking into account policy guidance from National Security Presidential Memorandum-33 (NSPM-33), associated implementation guidance, and the CHIPS and Science Act of 2022.

The incumbent exhibits an extensive knowledge of research security and implement programs necessary for maintaining the security of fundamental and use-inspired research in the NSF context. The Program Director will work with the NSF Policy Office and Office of the General Counsel in development and execution of implementation plans for new research security program requirements, balancing the minimization of administrative burden while establishing necessary protections for the research enterprise.

MAJOR DUTIES

Responsibilities of the Program Director include, for example, long-range planning and budget development for the program areas of responsibility represented by the 'program or program cluster, the administration of the merit review process and proposal recommendations, the preparation of press releases, and coordination and liaison with other programs in NSF, other Federal agencies, and organizations.

PROGRAM PLANNING AND MANAGEMENT
Manage program resources to provide optimal appropriate scientific judgment to ensure integrity and consistency in the grant/declination process without conflict-of- interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists. Incorporate cross-directorate responsibilities into program administration. Manage an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists. Provide scientific expertise, evaluation and advice related to research security for other programs in NSF, including international programs, other research programs, and cross-directorate programs. Advise and assist in the development of short- and long-range plans, establishing goals and objectives for research security-related programs. Plan the budget for the program/programs. Considering past, present and future fiscal years, allocate resources within that budget distributing scarce resources among major competitive programs, and manage post-award evaluation. Control waste, fraud and abuse. REPRESENTATION, COMMUNICATION AND LEADERSHIP Represent the Foundation within the scientific community accurately reflecting NSF policy and positions. Create and maintain linkages to other NSF units and other Federal agencies in pursuit of the overall NSF mission. Participate in meetings, providing input relevant to Program area. Pursue affirmative action and EEG goals. Pursue and/or be responsive to assignment on special projects and temporary functional teams from across the Foundation to solve problems, improve staff communication, and effect coordination for special programs. Contribute ideas and effort to improving the quality of policies and NSF' s performance of the overall mission. Develop policies and plans for strengthening research and education programs. Provide information to the community on how NSF is pursuing its mission and gather data and impressions from the community on the effectiveness of NSF's performance of its mission. Prepare and disseminate a variety of informational documents which may include data on progress being made toward NSF's goals, trends and opportunities papers, and budget plans. PROFESSIONAL DEVELOPMENT Establish contacts and maintain active involvement in program and related areas through participation in professional activities. Maintain familiarity with salient current research developments. Expand administrative capabilities through training courses or assumption of new management responsibilities.

Qualifications

Candidates must have a Ph.D. in a Social, Biological, or Physical Science, Engineering or Mathematics plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a Social, Biological, or Physical Science, Engineering or Mathematics plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Outstanding knowledge of the relevant research security area and related areas; commitment to fairness, ethical conduct, and personal integrity; receptivity to new ideas; a strong work ethic and initiative; excellent interpersonal skills; expert communication ability; and familiarity with NSF activities are highly desirable.
