Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

Job Summary:

In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

Major Responsibilities:
  • Manages project Contracts functional personnel in all operations for a major project of exceptional scope or a Regional Office 
  • Participates with the project team in defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets 
  • Contributes Contracts input to the preparation and/or modifications of the project’s prime contract 
  • Prepares and/or directs preparation of commercial terms and conditions for use on all project contract and purchase documents, ensuring that requirements of the prime contract are incorporated 
  • Drives the development of the project execution plan, Supply Chain Assignment Schedule and division of responsibility to define project, field and support office roles and responsibilities 
  • Coordinates Contracts plans with Engineering and Construction plans and Operations to ensure that input from these functional groups will enable Contracts to perform its operations in accordance with project plans 
  • Reviews commitment recommendations in accordance with Contracts policies and procedures, approving those within delegated authority 
  • Develops and implements a Subcontract Management Program for the project consistent with the Standard Work Process Procedures and the Subcontract/Contract Management Guidebook 
  • Analyzes the subcontract commercial terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work 
  • Makes recommendations to the Site Manager on the mitigation of these risks and closely monitors and supports remedial actions and recommend appropriate tradeoffs 
Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience

Required Knowledge and Skills:
  • Extensive knowledge of subcontract processes, policies, and practices.
  • Exceptional administrative and organizational skills.
  • Exceptional oral and written communication skills.
  • Extensive experience in developing contract types, fee arrangements, contract terms, and legal requirements.
  • Extensive experience in developing and recommending potential solutions to contractual problems to management.
  • Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or experience.
  • Working experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, and performance evaluation.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures, and work practices.
  • Working knowledge of Cost Reimbursable subcontracts w/ experience in closeout requirements.
