Position Summary

Responsible for leading diverse team of program financial controllers who provide planning and oversight of program financial operations and EAC forecast ranges. Serves as the primary point of contact for program financial control matters, facilitating communication with stakeholders, senior management, and external partners. Develops strategies and methods to ensure that programs operate within agreed-upon parameters and cost control guidelines. This is a working manager role that may also require direct planning and control work for one or more specific programs.


Responsibilities

Program Finance Control Management:

  • Business partner to the Lead Project Manager for Airbus US Satellite programs and Product Line development Manager.
  • Oversees program financial controller management of program budgeting, including setting schedules, developing, coordinating inputs from various departments, and developing a comprehensive annual plan.
  • Develops cost control methodology, financial modeling to support forecasting, complex scenario analysis, and strategic planning of key financial metrics for consistency of practice across programs.
  • Works hand and hand with controller team and, when necessary, program management to assess progress of individual programs and raise awareness of potential issues.

Strategic Initiatives:

  • Supports management about growth opportunities, cost-saving initiatives, and capital investments.
  • Leads financial due diligence and planning for new programs starts.
  • Continuously assess and improve program control processes to enhance efficiency, accuracy, and effectiveness.
  • Ability to lead Earned Value Management (EVM) implementation for large government programs.

Direct Program Financial Controlling:

  • May be required to perform any or all the following program financial control functions for one or more specific programs:
    • Analyses of all financials, such as funding, revenue & expense outlooks, variance analysis and internal systems reports.
    • Control and implementation of program financial reporting; advising management of financial status.
    • Ensuring all contractual deliverable requirements (e.g. billing, reports) are met.
    • Facilitating proper invoicing to assigned customers, assisting with the investigations of any outstanding accounts receivables (AR).
    • Performing analysis to identify and mitigate program cost and scheduling risks.
    • Analysis, tracking and maintenance of adequate funding for work at hand.
    • Maintenance of accurate records of expenditures; preparation of expenditure projections.
    • Analysis and tracking of progress of work against contract items and reports on contract cost and schedule baselines.
    • Ensures inclusion of contractual modifications into program estimate and completes.

Staff Development

  • Mentors and develops program control team members, fostering a culture of continuous improvement and professional growth.

Qualifications

Education:

  • Bachelor's degree in Finance, Accounting, Economics, or a related field; MBA or CPA preferred.

Experience:

  • Minimum of 10 years of progressive experience in corporate financial planning and analysis.
  • Minimum of 5 years of experience with program level financial planning and control (or similar role) required.
  • Experience in US Government contracts preferred.

Knowledge, Skills, Demonstrated Capabilities:

  • Understanding of the FAR/DFAR/JTR
  • Strong leadership and team management skills, with the ability to mentor and develop team members.
  • Understanding of contract structures: FFP, T&M and cost+Fees
  • Understanding of Earned Value Management concepts, analysis, and implementation on large programs.
  • Effective communication skills, with the ability to clearly and concisely express ideas both verbally and in writing.
  • Highly organized with strong analytical skills and attention to detail.
  • Strong problem-solving skills, including ability to effectively address any issue in collaboration with others as appropriate; ability to proactively identify and prevent potential problems.

Technical Systems Proficiency:

  • Expert in Microsoft software applications, Microsoft Excel, Word, Outlook, PowerPoint, and Sharepoint.
  • Deltek Costpoint and/or SAP experience preferred

Physical Requirements:

  • Carrying: able to carry documents and/or electronic equipment up to 20lbs/9kg.
  • Lifting: able to lift documents and/or electronic equipment up to 20lbs/9kg.
  • Pushing/Pulling: able to push/pull items in office areas.
  • Sitting: able to sit for extended periods of time at computer and in meetings.
  • Squatting/Kneeling: able to occasionally squat or kneel to retrieve or replace items shelved on bottom shelves.
  • Standing: able to stand for extended periods of time.
  • Travel: able to travel independently and at short notice.
  • Walking: able to walk through office and production areas including uneven surfaces.
