Primary Purpose

Reporting to the CEO and working closely with executive team the Chief Health Officer (CHO) is responsible for providing medical and public health leadership to Parkland Health's clinical affairs programs, innovation, communications and planning, and spearheads initiatives that advance Parkland's mission as a leader in community health. The CHO is responsible for leading Parkland Health's mission of improving health for the community we serve with emphasis on addressing social determinants of health. The CHO will be responsible for executive oversight of current or ongoing projects, as well as new initiatives in line with Parkland Health's strategic direction of bringing its expertise to improving population health and achieving health equity.

Minimum Specifications

Education

-MD or DO degree is required.
-Completed postgraduate medical education in an ACGME or American Medical Association (AMA) approved residency program in a medical specialty with current Board Certification is required.
-Master's degree in relevant field (public health, health services research, statistics) preferred.
 

Experience

-Minimum 3-5 years previous experience leading initiatives, with expertise in measurement in healthcare settings, systems improvement models, population health and health systems design.
-Expertise in additional approaches to improvement (e.g., 'lean') and health information technology a plus.
-5-10 years of experience in health care delivery, clinical leadership experience a plus.
-Strong understanding and demonstrated utilization of systems approaches and improvements.
-Experience working in communities to address social determinants of health to achieve health equity is a plus.
-Demonstrated leadership and management skills-supervision, priority setting, planning, finance.
-Experience mentoring or teaching and leading team-based projects.
 

Certification/Registration/Licensure

-Must be currently licensed for the practice of medicine in the State of Texas or must obtain license within one year of hire.
-Must meet and maintain licensing and registration requirements.
 

Skills or Special Abilities

-Must be able to demonstrate exceptional interpersonal skills and understanding of the interdepartmental roles of the various health professions.
-Must be able to demonstrate excellent oral and written communication skills.
-Must be familiar with personal computers, data compilation, and data analysis.
-Must be able to demonstrate ability to work with community organizations, the media, and various political entities.
-Must be able to demonstrate patient centered/patient valued behaviors.
-Preferred: Spanish proficiency is preferred.
 

Responsibilities

1. Responsible for providing strategic leadership related to population health strategy and clinical affairs of the health system.

2. Works collaboratively with other medical leaders, senior staff and directors to ensure development and execution of effective clinical quality and safety programs across the entire enterprise.

3. Serves as a member of senior management to plan and lead initiatives related to value-based payment programs and other Medicaid supplemental payment programs.

4. With the CEO and senior management team, establish an agenda for delivery system improvement. Lead, facilitate and coordinate the work of the relevant health system departments to drive innovation and value. Relevant departments include the Center for Innovation and Value; Digital Health; and Quality (with a focus on system interventions to improve quality outcomes). Works across clinical and non-clinical operational departments to facilitate the implementation and scaling of new programs and practices proven to enhance value and clinical outcomes.

5. Coordinates the planning among the CIO, digital health department and PCCI to develop a strategy for responsible implementation of artificial intelligence to improve clinical outcomes and financial performance.

6. Provides leadership for the research department and ensures alignment of priorities and research department support for staff and departments pursuing health system priorities as well as facilitates research opportunities for UTSW faculty active at Parkland.

7. Serves as the liaison with PCCI to ensure alignment of priorities between PCCI and the health system and serves as the interface between PCCI and Parkland departments pursuing innovative health system improvements.

8. Serves as the liaison with the PCHP CMO to ensure PCHP demonstrates high quality outcomes among its entire provider panel with a particular focus on ensuring exceptional outcomes among Parkland employed and contracted providers.

9. Participates in a staff role in meetings for the Board of Managers.

Job Accountabilities

1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.

2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

3. Researches and provides advice on new technologies and equipment that may promote better patient outcomes

4. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.

5. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.

6. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.

7. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
