Principal Accountant

Basic Function and Responsibilities:

The Principal Accountant is responsible for maintaining accurate accounting records to assure compliance with accounting standards and established college policies and procedures. Analyzes accounting data and transactions as well as reconciles accounts. Reviews and enters invoices for payment in compliance with college procedures. Prepares state and federal regulatory filings. Assigned to a portfolio of grants to ensure compliance with fiscal grantor requirements and state and federal regulations. Assists with annual audit preparation.

Characteristic Duties and Responsibilities:
  • Review and analyze the accuracy and reliability of College's system-generated reports and financial data including expenditure, fund, appropriation, expense and revenue records in accordance with Generally Accepted Accounting Principles and college policies/procedures.
  • Create and record journal entries to ensure accurate financial records.
    Design and implement automated spreadsheets and other customized tools.
  • Reconcile the College's bank and general ledger accounts and monitor collateral.
  • Research, analyze, and correct exceptions and reconciling items.
  • File state and federal forms and make related payments.
  • Enter and review invoices for administrative approval, verify appropriate. ledger account coding, properly maintain W-9s. and verify budget availability in conformance with procedures.
  • Prepare fiscal reports monthly, quarterly, and annually both internally and for submission to funding agencies.
  • Prepare workpapers and make accounting adjustments for the annual financial audit, any additional audits or reviews, and periodic grant monitoring visits.
  • Work collaboratively with College Grants Department to prepare and send grantor reimbursement requests.
  • Monitor grant expenditures in compliance with federal uniform guidance and funder guidelines throughout the fiscal year.
  • Respond to employee and vendor inquiries.
  • Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
  • Perform other job-related duties as assigned.

Job Requirements:

Qualifications and Working Conditions:
  • Bachelor's degree required in Accounting or a related field and/or equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
  • Minimum three years working knowledge of accounting and finance modules of an ERP software system (e.g. Ellucian Banner, PeopleSoft Workday, Hyperion etc..
  • Knowledge of accepted accounting practices, legal statutes, and policy and procedure affecting financial record keeping e.g. governmental or non- profit accounting principles, GFOA (Government Finance Officers Association) and federal grant regulations.
  • Ability to interpret and apply accounting theory, to plan and coordinate financial programs, to plan procedures and coordinate accounting operations, to interpret laws and regulations, and communicate effectively.
  • Intermediate to advanced Excel skills are required.
Physical Demands:

Light lifting up to 10 lbs. and light carrying up to 10 lbs. Ability to reach above shoulder. Periods of time spent sitting, standing, walking, kneeling, bending and stooping. Mobility to move from building to building on-Campus and to visit off-Campus entities. Work is performed in a general office environment and is sedentary in nature. Little or no exposure to adverse working conditions.

Supervision Received:

Functional supervision is received from the Senior Manager of Accounting. Administrative supervision is received from the Assistant Controller and Controller.

HOURS: Monday - Friday 8:15 am - 5:00 pm

SALARY: $58,295

Based on the needs of the college and with Administrator approval, some positions at the college may have hybrid schedule options available after 30 working days.

Out-of-State Employment Defined

Oakton College's primary location of operation is in the state of Illinois. An "out-of-state employee" is defined as an employee of Oakton College whose primary work location is outside of the state of Illinois. State taxes, employment tax, and worker's compensation provisions vary from state to state and require payroll compliance with these various rules.

Allowable States for Out-of-State Employment

All employees must maintain their primary residence in Illinois, Indiana, or a reciprocal state with Illinois. Reciprocal states include Iowa, Kentucky, Michigan, and Wisconsin. Illinois has tax agreements with these reciprocal states. Employees may have their primary residence in Indiana since Indiana is adjacent to Illinois.
