Duties

The Office of the Science Advisor, Policy, and Engagement (OSAPE) provides principal support to the Agency's Chief Scientist and Science Advisor with cross-agency programs such as Scientific Integrity, Human Subjects Protection, and EPA's Science and Technology Policy council. OSAPE manages the Office of Research and Development's (ORD) extramural research programs, leads ORD's regional science and environmental justice programs, challenges and prizes, manages several external advisory boards, serves as ORD's lead on science policy issues, and coordinates ORD's partnerships with Tribes, other federal agencies and international organizations, and key state and local partners. It is comprised of two divisions: Extramural Research & Partnerships Division and Science Policy Division.

The incumbent serves as the Director of OSAPE, providing leadership for OSAPE's portfolio of programs, and as a principal staff officer to the EPA Chief Scientist who provides counsel and advice on all matters relating to the responsible implementation and management of the OSAPE programs.

Specific duties may include, but are not limited to:

- Providing counsel, advice, and recommendations to the ORD Assistant Administrator and the EPA Science Advisor for all OSAPE matters, strategic vision, programs, and activities.

- Serving as the principal staff officer to both the EPA Chief Scientist and EPA's Senior Advisor for all OSAPE matters, programs, and activities.

- Serving as a member of the Executive Council in ORD which reviews ORD's large programs and advises the ORD AA on long-term planning, priorities, and resource allocation.

- Overseeing ORD's input in to agency rule making by providing technical advice in support of regulatory and non-regulatory decisions.

- Overseeing, planning, managing, and evaluating ORD's scientific project management, including the research grant programs.

- Managing a multidisciplinary staff through the planning, development, and assignment of work plans and programs.

- Establishing and maintaining professional relationships with internal and external partners and offices, both in the public and private spheres.

- Serving on or participating in committees, panels, seminars, conferences, and meetings, while representing OSAPE, ORD, and EPA to local, national, international, and tribal partners.

-Performing supervisory personnel functions for OSAPE employees.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
