Duties

The selectee will serve as Human Capital Management Specialist in the Workforce Management Section of CRS's Office of Administrative Operations. Working in a collaborative, team environment, the ideal candidate will apply strong writing, analytical thinking and problem-solving skills to advance program objectives.

Typical duties include:
Serving as a technical advisor and providing comprehensive classification and position management products. Applying position management and position classification principles, procedures, guidelines, and criteria to write or revise a wide range of positions descriptions. Providing advice and assistance to supervisors, managers and employees regarding the Library's merit selection principles and practices. Working with hiring managers (including senior-level staff) to conduct job analysis, post vacancy announcements, and develop/implement recruitment strategies. Researching, interpreting, and explaining Federal HR laws and regulations, policies, and procedures. Analyzing workforce statistics and identifying trends and factors. Compiling workforce data and generating standard and ad hoc reports.

Other duties include:

Assists in the planning, development, and execution of human capital programs, independently addressing specialized or technical operational issues and problems. Assumes responsibility for timely completion of program activities and routine, recurring assigned duties.

Analyzes specialized or technical operational issues and problems and recommends solutions.

Researches, locates, organizes, summarizes, and interprets data and information to address human capital program issues.

Prepares written materials related to human capital management areas, including position descriptions, job analysis documents, reports, and other working documents.

Conducts substantive research and provides information regarding human capital activities to senior managers, line managers, and supervisors.

Serves as a liaison with the LC Human Capital Directorate (HCD) concerning personnel-related matters and as a liaison with other LC infrastructure offices.

The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area.

The incumbent of this position may work a compflex or flextime work schedule.

The tour of duty for this position is full-time.

This is a non-supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
