Duties

The Principal Deputy Director serves as a Deputy Advisor to the Secretary of State on human trafficking. Working under the direction of the Ambassador-at-Large, the incumbent coordinates the overall daily operation of the Office, supporting policy and program coherence among all elements of J/TIP. Through a GS-15 civil service direct report and an FS-01 foreign service direct report, the incumbent provides general oversight of four primary aspects of the Office: Reports and Political Affairs (RPA), Intergovernmental Affairs (IGA), International Programs (IP), and Public Engagement (PE). The incumbent directly supervises the Resource Management and Planning section, as well as a front office Senior Advisor and a front office Diversity, Equity, Inclusion, and Accessibility (DEIA) Senior Advisor. This position is PDAS equivalent and reports directly to the Ambassador-at-Large for J/TIP, an Assistant Secretary-equivalent position. Specifically, the incumbent:
Leads global policy coordination and formulation across the Office’s mission to combat human trafficking consistent with Office priorities. Provides strategic direction on core anti-trafficking issues and initiatives; and on engaging relevant government agencies, international organizations, and other stakeholders to advance USG priorities and ensure coordination and integration of federal anti-trafficking policy and longer-term objectives.

Exercises delegated authority to oversee the overall planning, direction, and timely execution of subordinate program segments, including development, assignment, and higher-level clearance of goals and objectives for the Front Office supervisors and Senior Coordinators of subordinate program segments/units. Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes, including organizational development/structural changes to the units directed.

Is recognized as an expert by the highest-level decision-makers within the Department and other Cabinet Department heads including Justice and Labor and Members of Congress; serves as the Office's principal coordinator and one of the key officials in the Department and the USG in developing, negotiating, and implementing U.S. policy on monitoring and combating human trafficking.

**Qualifications**:
Your experience and resume should explicitly demonstrate the following:
**MTQ 1**: Demonstrated ability to administer a multi-faceted program to include policy formulation, diplomacy, foreign assistance programming, and public engagement efforts aimed at expanding the Federal Government’s capacity to build understanding of, and public support for, anti-trafficking programs, or a similar component.

**MTQ 2**: Demonstrated senior-level experience in the principles of management, coordinating and supporting staff efforts, and advancing Diversity Equity, Inclusion, and Accessibility (DEIA) goals.
