Duties

The Office of Pesticide Programs (OPP) is EPA's largest headquarters' program office, consisting of seven divisions, and nearly 600 employees. Under the authorities of the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); the Federal Food, Drug, and Cosmetic Act (FFDCA); the amendments to FIFRA and FFDCA by the Food Quality Protection Act (FQPA) of 1996; the Endangered Species Act (ESA); and the Pesticide Registration Improvement Act (PRIA), OPP is responsible for regulating the manufacture and use of all pesticides. OPP carries out an extensive number of complex and controversial regulatory and program implementation actions covering a broad array of science and policy issues.

The Deputy Director for Programs has management and operational responsibilities across a full range of programmatic issues with special focus on providing program policy guidance and developing strategic plans for federal regulation and management of pesticides to prevent unreasonable risks to human health and the environment.

The Deputy Director for Programs provides senior leadership and guidance, along with the OPP Director, for the development and implementation of several key rulemakings that are critical to enhancing new pesticides, existing pesticides, and field programs, e.g., Worker Protection Rule and Certification of Pesticide Applicators. The Deputy Director for Programs also provides leadership to expand partnerships and collaborations within EPA and across federal agencies, states and tribes to ensure risk assessments and regulatory decisions are integrated. This position builds upon effective working relationships with a broad base of stakeholders nationally and internationally, through transparent processes, including the Pesticide Program Dialogue Committee (PPDC) and its work groups, the American Association of Pest Control Officials (AAPCO), the State FIFRA Issues Research and Evaluation Group (SFIREG), the Tribal Pesticide Policy Council, and EPA Regions.

The Deputy Director for Programs assists the OPP Director and Deputy Director for Management in ensuring full implementation of the strategic plan, budget restructuring, and performance measures, and ensures that linkages between performance and accountability are achieved at both the individual and organizational level.

Specific duties may include, but are not limited to:

- Planning for the development, assessment, and coordination of activities related to the national pesticide programs that are assigned to the agency, including the planning of staff and resource utilization to support those activities.

- Assisting in the formulation of the agency's pesticide mission policies and strategies.

- Assisting the Deputy Director for Management in ensuring that the office's needs are being met in the areas of employee recruitment, retention, training, and performance.

- Collaborating with the Office of General Counsel and Office of Enforcement and Compliance Assurance to ensure that OPP is in compliance with the legal standards of pesticide related programs, laws, regulations, and policies.

- Supervising subordinate division directors and employees, including performing routine supervisory personnel duties.

- Participating in the establishment and maintenance of collaborative relationships with external and internal stakeholders related to pesticide issues.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience initiating actions, effectively integrating diverse and complex information in support of regulatory programs, and solving complex problems and issues.

TQ 2 - Demonstrated experience communicating complex and politically sensitive environmental policy issues to higher management and external partners.
