**Duties**:
As a (Management and Program Analyst) you will be responsible for the following duties:

- Serves as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
- Oversees the development of policies and procedures, writing, reviewing and recommending approval upon completion.
- Coordinates OJJDP's records management activities and works with the Office of Administration on the periodic archiving of records and files.
- Serves as a financial expert on budgeting and financial management issues and activities, including historical costs.
- Prepares various reports and briefings to the senior leadership advising on budget execution plans, fund shortages and program adjustments meant to ease shortages.

**Qualifications**:
**Specialized Experience**:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

To qualify at the GS-11 level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. Specialized experience is defined as: Researched and/or analyzed unstable or uncommon administrative and/or program issues. Assisted in drafting studies, reports, presentations, memoranda, briefing papers, and/or other materials for publication or distribution. Researched overall budget requirements. Conducted periodic and comprehensive assessments of ongoing functions to ensure that the organization meets its stated goals. OR,

Substitution of Education to qualify at the GS-11 level: Three (3) full academic years of graduate level education, or the successful completion of a Ph.D., or LL.M., if related, OR,

Combination of Experience and education: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

To qualify at the GS-12 level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Specialized experience is defined as: Recommended qualitative and quantitative methods to collect, organize, and analyze data sets. Researched new innovative and creative ways to resolve major administrative or operational problems. Prepared draft studies, reports, presentations, memoranda, briefing papers, and/or other materials for publication or distribution. Prepared and maintained the overall budget, providing recommendations on the allocation of funds.

To qualify at the GS-13 level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Specialized experience is defined as: Identified qualitative and quantitative methods to collect, organize, and analyze large data sets using various methods. Developed new innovative and creative ways to resolve major administrative or operational problems. Prepared studies, reports, presentations, memoranda, briefing papers, and/or other materials for publication or distribution. Managed the overall budget, approving allocation of funds. Provided financial and administrative program advice on all analytical matters associated with programs and operations.
