As a Program Analyst, you will perform the following duties:

Develop policy and conduct detailed analysis of existing plans and procedures to identify areas of vulnerability. Develop mitigation strategies and improvement plans. Responsible for the development of studies, education, training and preparedness plans, and provide necessary project management and support for related emergency preparedness activities.
Develop and execute exercises and training that enable rapid, effective, and cohesive operations and continuous service of mission essential functions during disasters and emergency incidents. Perform National Ocean Service (NOS) disaster preparedness activities, coordinate with regional staff and other entities internal and external to National Oceanic and Atmospheric Administration (NOAA). Support and advise on the prevention of, protection from, preparedness for, response to, and recovery from or mitigation of coastal disasters and disruption to NOS and NOAA missions.
Collaborate across NOS program offices to develop and enhance contingency plans for staff safety and mission support consistent with the National Preparedness System Frameworks. Take a leadership role in the development and execution of exercise and remedial action programs with a multi-year planning horizon consistent with national guidance to ensure critical capacities are evaluated and that contingency plans are tested in simulations and exercises.
Support and coordinate situational awareness reporting and logistics during disasters, emergencies, and disruptive incidents requiring execution of continuity of operation plans. Primary duties during an emergency will be by remote support. On-scene support may be required for major incidents and disasters.

NOTE: These duties are described at the Full Performance Level of the ZA-4, the ZA-3 is developmental leading to such performance.
