Duties

Through its research, FTA shows a range of outcomes that help direct where future transit investments should be made. FTA's research program also promotes and supports training and professional development, research into matters that affect or significantly interest the transit industry, transit community professional and educational organizations, international technology sharing endeavors, and innovations in transit and transit-related technologies.

The Associate Administrator for Research, Demonstration, and Innovation:
Serves as principal staff advisor to, and acts on behalf of, the Administrator in the development of policy for Federal Transit Administration (FTA) research, demonstration, and innovation programs. Plans for and implements these programs under the Administrator's direction. This role involves such activities as: (a) representing the Administrator in developing policy positions relative to FTA research, demonstration, technology development, and deployment; (b) taking responsibility on behalf of the Administrator for execution of research, development and demonstration programs; (c) assuring comprehensive information availability to internal and external customers; and, (d) advising on and, where appropriate, representing the Administrator in relationships between FTA and other DOT operating administration, other Federal agencies, the Congress, state and local governments, and industry on matters concerning DOT's technology development and deployment programs. Within guidelines established by the Administrator, defines the goals and objectives of the Office of Research, Demonstration and Innovation. Exercises leadership in the design, development, and execution of innovative and imaginative strategies for multi-year research, development, demonstration, and deployment programs involving new technology and service and management innovations. Applies knowledge and analysis of industry research and development needs to create innovative strategies for meeting those needs in collaboration with Federal, state, and local government agencies; transit service providers; private industry; academia; and public interest and advocacy groups. Applies expert knowledge of interagency and intergovernmental relationships, the structure and functioning of the transit industry (including service providers to the public and private sector suppliers of vehicles, equipment, facilities, and services), federal requirements and policies, the transportation planning process, budget process, procurement practices, the economics of the transit industry, and the process of developing and diffusing innovation in technology and practices. Structures, plans, negotiates, obtains support for, initiates, and directs implementation of complex technology development and deployment programs with multiple sponsors in both the public and private sectors. Coordinates FTA research, demonstration. and innovation programs with those of other DOT operating administrations as well as with other Federal agencies such as the Department of Defense, Energy, and Health and Human Services.
The Ideal candidate for this position will possess expert leadership, knowledge and experience in coordinating the advancement, research, and development of innovative technologies. Candidate should have demonstrated ability and executive level experience interacting and communicating with leaders in industry, public, private or international sectors related to transportation research, development, demonstration deployment, training, management, technical information dissemination, and technical assistance. Should also process a proven track record of motivating and influencing others to successfully accomplish organizational missions and objectives.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Executive level experience which demonstrates the ability to work with and coordinate the advancement, research, and development of innovative technologies, including intelligent transportation systems and education and training in transportation and transportation-related fields across state and federal government entities.

2. Demonstrated ability and executive level experience interacting and communicating with representatives of industry leaders and organizations in the public, private or international sectors that are involved with mass transportation research, development, demonstration deployment, training, management, technical information dissemination, and technical assistance.
