About the Department

The mission of the Department of Recreation, Parks & Cultural Activities (RPCA) is to promote vibrant, safe and attractive opportunities through the development of effective and efficient recreation programs, facilities and parks for all citizens and residents to enjoy. RPCA received national accreditation from the Commission for accreditation of Park Recreation Agencies (CAPRA). National accreditation requires park and recreation agencies to meet 155 standards representing elements of effective and efficient park and recreation operations.

What we do in Park Operations Division

Park Operations is one of four (4) operating Divisions of the RPCA: Recreation Services, Park

Operations, Cultural Activities, and Leadership and Management. These four Divisions coordinate their work to provide a full range of recreational and cultural programs, facilities, parks, and related services.

The Park Operations Division is responsible for the maintenance and management of all public parks, open spaces, urban forest, natural lands, and environmental education in the City of Alexandria. In addition, this Division is responsible for managing specific capital projects funded in RPCA's Capital Budget. The City's parks, facilities, and programs are utilized by the residents of Alexandria and visitors from other jurisdictions.

Overview of the Position

The Management Analyst I performs entry-level professional work in analyzing and evaluating existing City administrative and operational procedures and methods, and is responsible for assisting in the preparation of comprehensive reports and recommendations relative to administrative practices and procedures, budget and fiscal management programs, staff utilization, departmental or agency organization, data systems development and similar management concerns. Work is performed under the general supervision of the Deputy Director, and latitude for independent action is provided. An incumbent in this class assists higher-level professional positions, and provides technical guidance to other members of administrative support staffs in developing and preparing budgetary and contractual data and information. Work is reviewed while in progress and upon completion through conferences, reports and evaluation of results obtained.

What Qualifications You Should Bring

Good knowledge of the principles and practices of public administration; good knowledge of

municipal finance accounting systems, budget preparation, personnel management, and methods of report presentation; good knowledge of personal computers and software; good knowledge of, and the ability to make decisions in accordance with the rules, regulations, and laws governing the assigned organizational unit; ability to write and edit various forms of informational materials; ability to analyze, interpret, and report research findings; ability to review administrative and program practices, recognize areas in need of improvement, and establish, coordinate, and implement changes which improve efficiency, effectiveness, and productivity; ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor; ability to establish and maintain effective working relationships with representatives of other City agencies, with the public, and with co-workers; and the ability to communicate clearly and effectively, both verbally and in writing.

Minimum & Additional Requirements

Four-Year College Degree in public or business administration, and one year of experience in management analysis, customer services resolving end-user problems, or a closely-related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Experience in public administration, human resources, finance accounting, creating
spreadsheets and budget preparation, vendor procurement methods, development and review of performance indicators, report presentation methods and procedural review and development; contract management to include preparing bid documents, ensuring contractors adhere to terms of contracts, and tracking expiration dates; ability to analyze, interpret and report research findings; ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor; ability to maintain effective working relationships; ability to communicate clearly and effectively, both verbally and in writing.
