The Evans School of Public Policy & Governance has an outstanding opportunity for the Director of EPIC to join our team.

The Evans Policy Innovation Collaborative (EPIC) is a policy lab at the University of Washington’s Evans School of Public Policy & Governance that brings together researchers, practitioners, policymakers, and the public to co-design actionable solutions to complex societal problems so that our public systems serve all individuals equitably and justly. Through a unique toolkit of facilitation, research, and implementation support, EPIC works with public agencies and nonprofit organizations to share knowledge, explores and analyze ideas, and develop plans and action steps that keep the needs and perspectives of stakeholders centered. Often this work involves a human-centered design process, where research using traditional policy research methods is blended with inquiry into current implementation practices and the perspectives of those with lived experience to inform recommendations for action.

The Director engages with students, faculty, staff, alumni, close volunteer groups, and those across the University of Washington campus to design special initiatives and their accompanying evaluation frameworks. Most immediately, they will focus upon the completion, launch, and recruitment of public engagement and research projects for EPIC.

The EPIC Director's central responsibilities include: 1) Developing the strategic plan to ensure continual growth and long term sustainability of the policy lab; 2) Exploring, developing, and initiating new projects for EPIC in alignment with the School’s mission; 3) Identifying and securing sources of project funding; 4) Utilizing participatory processes and human-centered design methodology as a change mechanism to assist organizations in adapting to the changing needs of the communities they serve, allowing both to thrive; 5) Meticulously recording, synthesizing, and chronicling results to utilize and develop professional and technical reports, training manuals, graphic and visual products and/or scholarly papers; 6) Directing, managing, and, mentoring a team comprised of professionally diverse staff and/or Postdoctoral Scholars that work simultaneously on numerous complex novel engagements, research, and evaluation projects.

The EPIC Director leads the development of various complex projects that fulfill the portion of the School’s mission focused upon "hosting communities to co-create solutions to pressing societal problems."

Duties and Responsibilities

Research (50%)

  • Employing sophisticated project planning techniques, simultaneously develops and directs multiple complex projects that involve designing data collection activities, managing and contributing to the generation of data analyses, prototyping and testing solutions.
  • Develops projects with potential EPIC partners such as national nonprofits, state and local governments, and regional philanthropies that engage citizens in seeking solutions to persistent public problems.
  • Serve as Principal Investigator on design, participatory research, and evaluation projects.
  • Explores, develops, and initiates new projects, identifying and securing sources of new contract funding.
  • As PI, authors research proposals to secure various sources of program funding.
  • Maintains positive relationships with EPIC partners to ensure ongoing development of contract funding.
  • Utilizing specialized knowledge leads the EPIC team in developing physical and virtual spaces and designing participant materials to foster an authentic engagement experience and instigating continuous discussion and action.
  • Consults with Evans faculty and adjuncts interested in collaborating with the EPIC team to engage key stakeholder communities in order to increase the impact of their policy-relevant research projects.
  • Make learning and insights visible with graphic facilitation, documentation, and disseminating comprehensive summaries that encapsulate the core of engagements, fostering a collective experience, and instigating continuous discussion and action.
  • Ensure field-based learning is shared as open content for the public.

Leadership/Supervision (30%)

  • Provides leadership, direction, mentorship, and, supervision to the EPIC team.
  • Has oversight of the EPIC operating budgets and complex project budgets across multiple funding streams.
  • Estimates personnel needs for all EPIC projects, schedules, and assigns work to meet project deadlines.
  • Supervise staff who provide oversight to key engagement initiatives at the Evans School such as Student Consulting Lab partnerships, Wolfle Action Lab, academic and policy conferences, experiential learning projects, and School-wide events.

External Engagement (20%)

  • Works with other Evans School leaders to ensure impact of EPIC’s work is widely shared with important audiences and centered in the School’s values, mission and priorities.
  • Develop operational collaborations with the Ruckelshaus Center, a joint initiative between the Evans School and Washington State University to create more flexibility in project implementation.

Minimum Requirements

  • Master’s degree in design, public policy, or administration, or a related field and eight years of progressively responsible experience.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Additional Requirements

  • A passion for the mission and purpose of the Evans School.
  • Experience with service or product co-design methodology that moves through various stages of situational analysis, generating ideas, and testing potential solutions is desirable.
  • Experience with developing written proposals that help secure resources and build partnerships.
  • An established record of professional and/or scholarly publications or products (such as portfolios; podcasts) that share knowledge.
  • Interest in being a member of a very collaborative team.

Desired Qualifications

  • PhD degree in design, public policy or administration, or a related field.
  • Skills in graphic representation and facilitation as well as knowledge of a range of design-tools such as personas, user-journey maps, and design charettes.
  • Experience in program development within higher education.
  • An established record of professional and/or scholarly publications or products (such as portfolios; podcasts) that share knowledge.
