Position Overview

The Director of Legal Programs oversees the delivery of high-quality legal services that advance client strategic initiatives and priorities to achieve meaningful impact in the lives of current and past justice-involved individuals, their families, and their communities. Working closely with the Executive Director and client Executive and Management Teams, the Director sets annual and long-term goals that guide client legal practice areas and oversees the design and execution of efficient and effective integrated work processes and delivery methods that align with vision, mission and core values.

The Director of Legal Programs leads a dynamic team of attorneys and volunteers to provide complete and brief legal services. Full representation clients are served through our holistic service delivery model. The Director also cultivates and manages collaborative partnerships within the legal community with community service providers and other community and systems stakeholders. In addition, the Director oversees and manages program budgets, identifies funding opportunities, participates in fundraising and grant-writing, and ensures the accurate and timely completion of program and grant reports and program evaluation to provide successful metrics.

Essential Duties

Program Oversight

  • Builds and directs vital, well-designed, well-defined legal programs and community partnerships to deliver integrated legal services and community education to serve clients and self-represented litigants impacted by the criminal legal system;
  • Articulates a strategic vision and leads planning and implementation of the image to ensure the continued thoughtful development of client direct service program efforts;
  • Ensures collaboration between the legal programs and support services programs for successful implementation of client interdisciplinary model, client stability assessment process, and ongoing outcomes tracking;
  • Oversees the programs' goal setting, tracking, and reporting required for grant applications, collaborating with members of the Development, Finance, and Support teams to contribute vision, content, and data for grant applications and reports;
  • Ensures that legal programs are monitored and evaluated regularly;
  • Provides consulting services to community and legal aid organizations and other stakeholders to replicate client service models in other communities through training, written documentation, and assistance with developing infrastructure and capacity;
  • Organizes, designs, and leads training sessions on various legal topics; trains attorney staff and pro bono attorneys on civil and criminal litigation matters;
  • Oversees documentation and publication of legal program accomplishments and goals each fiscal year and at intervals prescribed by the Executive Director;
  • Maintains collegial working relationships with the legal community, including the pro bono community, current and potential funders;
  • Design and implement method for measuring clients satisfaction levels every quarter;
  • Manages a limited legal caseload as capacity allows;
  • Represents client in community forums and task forces on criminal legal system matters.

Personnel Management

  • Serves as a member of the Executive Team, providing leadership in developing agency-wide strategic plans and monitoring the performance of service delivery methods;
  • Provides leadership, coaching, and accountability for all direct reports, serving as co-counsel or providing litigation expertise and case strategy as required;
  • Ensures that timely, consistent, and detailed performance feedback is provided to each direct report. Responsible for ensuring direct reports are performing at a satisfactory level;
  • Supervises and cultivates the program leadership team to ensure the organization is agile and responsive to changing conditions, new programs, and unexpected challenges impacting clients and low-income communities;
  • Responsible for program onboarding and providing oversight of department hiring processes;
  • Effectively leads program staff and builds positive departmental culture;
  • Provide resources and support to address staff's needs, identify and secure professional development opportunities for staff, provide coaching and supervision, and manage and resolve conflict;
  • Serves as a staff liaison to the Board's Mission and Strategy Committee.

Fundraising and Budget Management

  • Collaborates with the Executive Director to create and implement annual department budget and strategic plans;
  • Provides oversight and management of the overall program budget, including monitoring program spending and variances;
  • Collaborates with Development, Finance, Human Resources, and Legal Support teams to provide timely content for grant applications, funding proposals, and grant reports;
  • Ensures compliance with funders' reporting requirements;
  • Approves all program staff expenses and reimbursements via client check request process;
  • Responsible for managing program contract renewals and billing submissions.

Other Responsibilities

  • Actively participates in Executive and Leadership Team meetings and Governing Board meetings.
  • Performs other miscellaneous duties as assigned.

Education

  • Juris Doctor from a law school accredited by the American Bar Association.
  • Licensed to practice law in the State of Illinois.

Experience

  • At least five years of program management or supervisory experience.

At least seven years of experience as a civil and/or criminal litigation attorney.
