Division Description
The Children, Youth and Family Division (CYF) offers an array of services to low income at risk clients with multiple challenges and abilities: Infants, toddlers and preschool children, including those with special needs. Youth: including transitional age youth, pregnant| parenting teens and youth in the foster care system. Families: including low income, immigrant, monolingual and homeless populations. The CYF offers multidisciplinary programs including Early Childhood Education, Early Intervention| Inclusion, Family Support, Mental Health Services, Workforce Development, Health, Nutrition, Wellness and Parenting Education Programming.

A core focus of this position is to foster an organizational culture and infrastructure that supports operational excellence, delivers quality client-centered services and promotes optimal efficiency. The focus is the integration of Family Support, Program Evaluation & Quality Improvement efforts across the Children, Youth, Family and Transitional Age Youth services.

The focus is the integration of Family Support services across the Children, Youth, Family and Transitional Age Youth services.

The Family Support Director (FSD) leads efforts to support families and reduce family stressors so they can become self-sufficient, reach upward mobility, and improve their well-being so they can support their children’s preparation for kindergarten and later academic success. The position leads and provides oversight of the family support services to ensure staff enroll all families to health and social services, help families connect to services provided by Felton or other agencies, and teach and coordinate classes/ workshops for parents and families. The FSD leads and manages the resource centers, and the coordination of family support services provided on-site and off-site. He/she is responsible for overseeing the day to day, administration, leadership, and management of the Family Support Services programming across the CYFTAY division. The FSD is responsible for supervising and coordinating the program, partnerships, and client-centered, and culturally and linguistically responsive services. The FSD is responsible for ensuring that families have access to and are linked to agency and community resources as appropriate. The FSD is responsible for insuring quality services are delivered to clients within agency goals and mandates of program contracts and funding sources. Recruits, hires, and trains all program staff. In partnership with Senior Director of Family Support and Data , develop and manage the annual revenue and expense budgets. He/she is responsible for developing, revising, and implementing policies and procedures. Participate in obtaining funds and grants in collaboration with Senior Director and fund development department provides client data and program outcome narratives as necessary. Participate in contract negotiations. Reviews and ensures charting compliance and documentation standards. Coordinate and integrate programs with others in the organization. Acts as Agency representative of family support programs to the community. Reports to Senior Director of Family Support and Data and directly manages program staff and operations.

DUTIES AND RESPONSIBILITIES

Program Management and Development

  • Lead Family Support Team in planning, oversight, and evaluation of family support programs, including educational programs, peer support groups, and community building activities for pregnant, parenting teens and families enrolled in Felton’s ECE programs
  • Promote a culture of empowering families and ensure the provision of a consistent pathway of care for families both within the Family Resource Center/Sunshine Community Center and the ECE Programs
  • Oversee the day-to-day Family Support operations focused on the health and wellbeing of children and families in keeping with the California Network of Family Strengthening Standards of Quality for
  • Family Strengthening & Support or similar standards
  • Provide guidance, leadership, and support family support staff in provision of information/referral services and follow-up primarily to families with children aged 0 – 5
    case management for families in need including long-term goal setting and monitoring of those goals parent support and education classes on topics such as child development, parenting, school expectations, school readiness, literacy, health, and the five protective factors home visitation, advocacy, and language interpretation support as warranted crisis intervention as needed health screenings and other community events that promote children’s wellness and school success
  • Kindergarten transition support and support child development knowledge of partents.
  • Services including those that promote health, family engagement in children’s lives, and economic well-being and promote pathways to postsecondary education for clients.
  • Special events such as a health fairs, pregnancy prevention and outreach
  • Develop overall program plan to reach broad cross-section of families, specifically from diverse ethnic, linguistic, socioeconomic, and cultural backgrounds
  • Determines Programs Team staffing requirements and supervises direct reporting staff
  • Directly oversee and manage Family Support Team contracts, including program design, reporting, evaluation, and maintaining positive funder relationships
  • Periodically assesses and evaluates services provided within FS programming to assure quality and adequate access to care of clients served by the program.
  • Provide ongoing program assessment and evaluation of best practices to include trends, patterns and changes in the Family Support Services environment and implement appropriate programmatic changes based on current needs and congruency with the mission and vision
  • Oversee coordination of social and educational, and family events
  • Work collaboratively with other staff to plan and implement family support programming across the division
  • Represent Felton’s and the interests of families at meetings and interagency collaborations, conferences, media outlets, and other contexts as needed
  • Develop and manage both Family Support services budget and individual program budgets
  • Oversee development of promotional materials for Family Support programs and advocacy efforts in both hard copy and digital mediums
  • Work in partnership with representatives of other community groups to further address inequities families experience and improve service delivery.
  • Promote and facilitate access to primary and preventative health care utilization by families, their children, and other at-risk youth and children.

Leadership, Teaming and Supervision:

  • Supervise, model, and mentor staff to ensure Felton provides a high-quality, appropriate, and culturally sensitive family support program
  • Maintain effective communication with families and staff; develop and issue communications
  • Work in partnership with other CYFTAY Directors (Education Director, Early Intervention and Inclusion Director, Operations Director, Administration Director and Workforce Development Director) to provide leadership and support Felton's ECE program goals and program innitatives.
  • Support to coach, train, and provide guidance to all family support staff to optimally support their developent and learning to improve practices and thereby, engagement and outcomes for all families participating in our programs.
  • Provide positive, optimistic leadership and problem solving in alignment with the Felton’s values.
  • Mentor and develop staff (within and across programs) using a supportive and collaborative strength-based approach, assigns accountabilities, sets objectives, establish priorities, and monitor and evaluate results.
  • Ensure that family support staff have a high degree of engagement and effectiveness in alignment with Felton’s values.
  • Initiate change management activities in alignment with Senior Director or COO strategic directions.
  • Maintains open and professional communication that promotes an atmosphere of safety, trust, and respect
  • Oversee and implement appropriate resource allocation to ensure the operation management of Family Support programs are appropriate and successful, e.g. effective supervision of key staff, hiring and retention of competent qualified staff and monitoring program budgets/grants.
  • Directly supervises all Program Supervisors, Coordinators, and indirectly supervises the work of program staff.
  • Follows agency's progressive discipline process
  • Conducts timely annual evaluations of individual supervisees and ensures all evaluations are completed for others.

Staff Hiring, Training and Development:

  • Responsible for hiring all program positions
  • Participate in staff recruitment and promote staff retention.
  • Maintain adequate and accurate personnel files with all required documentation including fingerprints and health screenings.
  • Make clear and appropriate delegations of responsibility and to administer the Agency’s personnel policies.
  • In collaboration with Educational Director, Early Intervention & Inclusion Director strategically plans and leads trainings for all levels of staff, utilizing a variety of methods in delivering training content and information
  • Work in partnership with other Directors to grow a team culture that connects with our mission, vision and guiding values.
  • Responsible for supporting the organizational culture and building a professional learning community to promote retention of staff.
  • Build and support parent leadership throughout family support programs

Continuous Evaluation & Quality Improvement

  • Supervise maintenance of accurate and confidential client files and data tracking using required systems while complying with contractual expectations, ethical and legal standards of practice and confidentiality, and HIPAA requirements as appropriate
  • Oversee the implementation of the program-adopted screening tools for parents and children
  • Responsible for updating scope of work, grant deliverables and monitoring progress and compliance on deliverables
  • Report to both public and private funders on grant deliverables
  • Oversee quality controls for program including monitoring program outcomes, evaluating program effectiveness, and staying current with research in the field
  • In partnership with Senior Director of Family Support and Data, participates in monitoring and evaluation activities at the program level and of local systems of care to ensure the effectiveness and appropriate utilization of service delivery and to evaluate their capacity to fully address families and children’s’ needs.
  • Maintain and supervise all program documentation (sign-in sheets, program evaluations, registration reports) and review to ensure contract compliance
  • Maintains all family support interagency and/or external agency program linkage agreements/Memorandum of Understanding.
  • Monitor databases monthy, quarterly (contract reporting and internal agency) to ensure all information is entered in a timely and accurate manner
  • Maintain and update, as needed, Family Support Standards Implementation Family Support program protocols.
  • In partnership with Senior Director of Family Support and Data, implement strategic goals specific to Family Support Services and lead staff towards achievement of agency and program goals, e.g., ECE expansion efforts, etc.
  • Support on going professional development and program design, and essential learning components and program deliverables needed to be adhered to by staff across all of Felton's Early Care and Educations programs and services
  • Lead and being part of reflective discussions about practice and implementing the learning frameworks
  • Continually improve divisional processes, procedures and adapt the infrastructure and systems needed to support the agency through continued expansion. Standardize and operationalize program policies and procedures as appropriate. Proactively develop divisional/ program metrics for utilization in decision making.
  • Supports Educational Director and Program Supervisors with ongoing program planning for family support utilization and parent engagement across all Felton ECE sites. Support program supervisors with implementation of best practices, and provide feedback and makes suggestions/changes as appropriate with division.
  • Responsible for monitoring outreach and communications development, deployment and ongoing management of communication systems and processes designed to measure, analyze and evaluate program services across the division.
  • Ensure assessment and evaluation mechanisms are in place to measure impact and effectiveness of programs.
  • Analyze and assess divisional activities, address gaps and develop new programming to improve existing services.
  • Support with major divisional/ program change management activities preparing the division to adapt, change and diversify.

Fiscal Management

In partnership with Senior Director of Family Support & Data:

  • Support to secure financial and nonfinancial resources to expand and sustain the Family Support Services program, e.g., identify grant opportunities and contribute to request for proposals, applications as appropriate for both current and new programs, cultivate alliances to secure funding, obtain and manage partnership for services, initiate MOUs, obtain contracts for services and pursue and acquire any other resources
  • Participate in fiscal management of the Family Support Services program including budget preparation, monitoring, fiduciary decision-making needs, contract negotiations, provision of data, metrics, deliverables, and any other reporting requirements
  • Oversees and manages the annual revenue and expense budgets; eliminates deficits and variances to the budget.
  • Responsible for contract monitoring and compliance with all funder expectations and scope of work. Ensure contractual expectations and program targets are met.

Partnerships and Collaboration

  • Cultivate, establish, and maintain relationships with various organizations, to include private entities, SFUSD, agencies, and other partnerships throughout the city/ state to utilize those relationships to strategically enhance the goals of the Family Support Services program
  • Participate in community collaborative efforts to develop and integrate comprehensive systems of care for children, adolescents, families: integrate developmentally appropriate adolescent services that focus on health, education, and psychosocial needs of pregnant and parenting and/or other at-risk youth, children, and families.
  • Maintains good working relationships with funding sources, with donors and contributors and assures compliance with grant or contract reporting and other requirements.
  • Under the supervision of the Senior Director of Family Support and Data, responsible for working with the Agency Fund Development Department related proposals – whether public or private.
  • Attend local or county meetings addressing initiatives, which affect the provision of services for families and/or other at-risk of parenting or otherwise at-risk youth and children.
  • Assess the effectiveness of interagency coordination in assisting families and children to access services.
  • Actively participates as a member of the Felton’s Leadership Team in advising the CYFTAY Senior Directors and COO in making decisions above overall agency management.
  • Advises the Senior Director of Family Support on current issues in the field and to recommend program changes and expansion.
  • Provides information and updates to the CYFTAY Directors from community resources related to potential utilization joint programming and funding opportunities with other community providers.
  • To take on special projects, other duties as assigned by the Senior Director or COO.

Individual FFP Responsibilities

  • Record all responsibilities on time study, maintain secondary documentation and submit all FFP documentation by the designated due date.
  • This position requires adherence to Federal Financial Participation (FFP) requirements.
  • This position requires supervising and coordinating the FFP requirements for case management direct reports and requires the completion of time study reports, and secondary documentation identifying activities completed during the time study period along with case notes that correspond to the activity. The agency will designate the time study period in accordance with one of the funders (Maternal & Child Health MCH) Branch requirements.

QUALIFICATIONS

Minimum Qualifications:

  • Master’s Degree in Social Work, Education, or related field.
  • Minimum of five (5) years’ experience in social services, child welfare, and health care or related human services.
  • Minimum of three (5) years supervisory experience
  • Knowledge of child development or experience working with young children preferred
  • Management experience and knowledge of administrative practices required. Union experience preferred
  • Two years direct service experience with programs serving youth, families.
  • Knowledge of adolescent pregnancy/pregnancy prevention field.
  • Demonstrated program development and evaluation experience
  • Strong interpersonal and communication skills – both oral and written.
  • Pass a Department of Justice fingerprint clearance and a Child Abuse Index, Health Screening and TB Test as required.
  • Knowledge of San Francisco Family Support Systems preferred
  • Commitment to social justice, empowerment of families and support for diversity
  • Willingness to work nights and weekends as needed
  • Working knowledge of a variety of computer software applications (i.e. Microsoft Word, Excel and Access, PowerPoint, Adobe Acrobat
