As a Transit Project Development Planner at Utah Transit Authority (UTA), you will play a vital role in the planning and development of transit projects and mobility solutions aimed at enhancing the efficiency, accessibility, innovation, and sustainability of UTA’s services. This position involves collaborating with cross-functional teams, stakeholders, and external partners to shape and execute projects that address the evolving needs of the community and contribute to the improvement of mobility within the communities UTA serves. This is a career ladder position, meaning it can be filled at any of the following levels, depending on experience. As the Transit Project Development Planner I , you will: Assist with the development, coordination, and execution of transit projects from conceptualization to completion and operations, ensuring alignment with agency and community goals, budget constraints, and regulatory requirements. Collaborate with internal departments to refine project scope, objectives, and concepts. Support project managers in establishing project timelines, milestones, and deliverables, and regularly monitoring progress to ensure projects are on track. Stay current with federal, state, and local regulations related to transportation planning. Conduct research and analysis on a wide variety of transportation-related projects. Support decisions with data-driven insights, market trends, demographic data, and other relevant information. Support the development of comprehensive project documentation, including proposals, reports, and presentations for internal and external stakeholders. Support engagement with local, state, and federal government entities, community members, and other stakeholders to gather input and feedback on proposed projects. Support project managers in preparing for external meetings. Coordinate with stakeholders on a variety of project-related issues. Support project budget and resource management efforts. Assist in securing funding through grant applications, partnerships, and government programs to support project initiatives. Perform other related duties as assigned. As the Transit Project Development Planner II , in addition to the duties listed above, you will: Work closely with internal and external data teams to collect and analyze information. Prepare comprehensive project documentation, including proposals, reports, and presentations for internal and external stakeholders. Engage with local, state, and federal government entities, community members, and other stakeholders to gather input and feedback on proposed projects. Facilitate coordination with external stakeholders. Present project information at stakeholder meetings. Develop information to support funding requests, including project narratives, budgets, ridership information, and other required data. As the Transit Project Development Planner III , you will also: Assist with developmental activities associated with the planning, design, construction, and initial operations of Bus Rapid Transit (BRT), Light Rail (LR), or Commuter Rail (CR) from project conception to service implementation. Coordinate the development of technology with that of other modes of transit service with UDOT and local government. Help lead the environmental process and project development process.

Minimum Qualifications

Experience/Education/Licenses

Project Development Planner I: This is an entry-level position. No previous experience is required. Bachelor’s degree in Urban Planning, Transportation Planning, Engineering, Public Administration, or a closely related field. To carry out the essential functions of this job, must have a valid Utah driver’s license with no more than four moving violations in the past three years; or, if a non-driver, must be able to travel efficiently by another means to and from varied locations within UTA’s service area. Lack of a driver’s license does not necessarily preclude employment. No applicant may have more than one violation of driving under the influence of alcohol and/or drugs within the last ten years. Project Development Planner II: In addition to what is listed for the Project Development Planner I position above regarding education and licenses; you will also need: Either 4 years of transit planning or 2 years of transit planning and 2 years of related planning experience. If you have a master’s degree, that can be considered in lieu of 2 years of related planning experience. Project Development Planner III: In addition to what is listed for the Project Development Planner I position above regarding education and licenses; you will also need: Eight years of transit planning or six years of transit planning and two years of related planning experience. Or a master’s degree can equate to two years of related planning. AICP certificate preferred or ITE Professional Transportation Planner (PTP) certification preferred. Master’s or advanced training in one of the skills listed below.

KNOWLEDGE

For the Project Development Planner I, you must have knowledge of at least four of the areas listed below. For the Project Development Planner II, you must have knowledge of at least six of the areas listed below. For the Project Development Planner III position, you must have knowledge of at least eight of the areas listed below. For some openings, knowledge of specific items may be required: Ability to review plans and specifications for construction. Basic administrative tools, ., word processing, spreadsheets, and presentation software (preferred). Basic statistical analysis of surveys and operations data. Developing bid specifications for environmental and construction work. Federal and State environmental requirements. Federal Transit Administration Project Development process. Financial analysis of public agencies. GIS. Local general plan requirements and preparation. Local transportation and public works project development; managing project budgets. NEPA and managing the NEPA process. Project management from conception to implementation (typical project cost $10K to $500K). Representing the transit agency as a developer for the building permit process. Transit operations and route planning; relationship between land use, urban design, and transit. Transportation system planning. Travel demand modeling. Zoning and land use regulations.

SKILLS AND ABILITIES

Project Development Planner I: Write and edit a report chapter covering one of the areas listed above. Assist in preparing presentation materials for public meetings. Work cooperatively with customers and the public. This job requires regular and predictable attendance. Project Development Planner II and III: Direct the preparation of a report, including appropriate graphics, and review and edit reports in each of the areas listed as having experience in. Prepare and present plans and proposals to City Council, MPO, or other decision-making forums. Represent the agency in a variety of public settings. Prepare and track task schedules and budgets for complex multi-jurisdictional studies. Prepare agendas for both technical and public meetings. This job requires regular and predictable attendance. -OR- An equivalent combination of relevant education and work experience.
