GENERAL FUNCTION

The Collections Supervisor provides critical support to the Collections Division by supervising a team on a regular and consistent basis to determine compliance with laws and regulations, generally accepted accounting procedures, financial accountability standards or other requirements have been met. The Collections Supervisor will perform supervisory functions including assigning and reviewing work, employee performance reviews, making recommendations on disciplinary actions, providing employee training and development, and approving time off.

TYPICAL FUNCTIONS

The functions performed by employees in this job family will vary by level, but may include the following:

Oversees the staff selection process and trainingCommunicates job expectations and offers professional growth opportunities for direct reportsPlans, monitors, and assesses job performanceProvides assistance in the coaching, counseling, and discipline of employeesImmediately addresses performance areas of concern and follows the Progressive Discipline GuidelinesDevelops, coordinates, and enforces systems, policies and proceduresProvides technical assistance to management, and the general public by providing tax information that pertains to the regulations and procedures of the Oklahoma Tax CommissionMaintains quality service by enforcing quality and customer service standards by analyzing and resolving customer service problems thru system enhancement recommendationsAnalyzes processes and workflows for inefficiencies and makes recommendations for enhancementPrepares supervisory reports on workflow assessment findings, system process results and revenue trackingCollaborates with Collections Manager and Administrator in developing the strategic goals for the section while considering potential impact to other sections and divisionsGathers and categorizes statistical data as required for process analysis and improvementsReviews and assigns accounts of collection/enforcement/garnishments activity and/or referral as it pertains to initiative/activityMay provide direct oversight of the Administrative Hearing process for Oklahoma business that are out of compliance with their taxesMay serve as section liaison with the Outside Collections Agencies (OCA’s), to include:Monitor daily activity to identify any instances where contractual obligations are not being met or have been violatedPrepare monthly apportionment and reconciliation reportsParticipate in the process of development for proposals, bids, or other documents describing organizations processes and services in response to requests from prospective vendorsMay provide direct oversight of the field collection and enforcement teams which are responsible for the collection of business taxes and the enforcement of tax laws in accordance with Oklahoma State Laws

Special Events

This section is responsible for educating, assisting, monitoring, and tracking Special Events held in the State of Oklahoma. Provide assistance and guidance to promoters and vendors, in accordance with Special Events statutes and rules.

Serves as the primary point of contact for special event promoters and vendors via telephone and email correspondencePerforms routine case level work throughout the special event staging processReviews and verifies promoter and vendor special event payments for correct period application, reporting, and delinquent billing purposesResponsible for the identification, development and implementation of improved processes for special eventsContacts vendors and promotors by phone and email, to notify them of unpaid business tax liabilities and/or outstanding delinquencies and advise them on required actions to become tax compliantAssists taxpayers with special events sales tax filing and payment remittance

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

A bachelor’s degree in any field; PLUS two years of experience in business/public administration, taxation and revenue, credit collections, or investigative work for each year of the required degreeOR six years of experience in business or public administration, highly technical administrative or office management, taxation and revenue, credit collections, or investigative workOR an equivalent combination of education and experience

SPECIAL REQUIREMENTS

This position requires occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required. 

This position requires the employee to be able to lift up to 25 pounds on a regular basis.

Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some weekends, based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
