As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

This is professional level position which supervises the agency’s Consultative Examination Scheduling Unit and is aimed at promoting the medical community’s understanding of and participation in the disability program with special emphasis on the consultative examination process. Job Duties Include: Develop methods for improving quality and efficiency of contacts with medical evidence treatment sources. Maintain liaisons with treating medical sources (treating physicians, medical records departments, clinics, Release of Information (ROI), and other treatment facilities) to ensure receipt of adequate and timely medical evidence of record (MER). Develop strategies with hospital medical records departments to eliminate backlogs and maintain timely responses to MER requests, as well as promote electronic records (ERE) initiatives. Resolve problems regarding inadequate or delayed reports outside the routine monitoring process through contact with agency’s claims examiners, medical consultant staff, and vendors. Investigate complaints submitted by claimants, providers, or agency staff as they relate to medical reports. Train and supervise staff on new processes that facilitate claims adjudication. Update and manage Operations Resource Manual (ORM) with tools to provide efficiency in case processing for the overall disability adjudication process. Assist with educating medical community about disability program requirements, electronic records express and health information technology (HIT) initiatives through participation in meetings and conventions with state and local medical associations, individual physicians, hospital and clinic administrators and consumer advocacy groups.  Educate treating physicians about the information needed in medical reports, which would help to improve the quality and timeliness of medical records, as well as promote ERE initiatives.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or at least 36 hours of equivalent post-baccalaureate course work from an accredited college or university. Experience: Three years of administrative experience working with medical vendors or disability programs. Notes: Candidates may substitute a Bachelor's degree and two additional years of experience as described above for the required education.  The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.
