Main Purpose of Job

This position is responsible for the supervision of a Medical Care Program Specialist, a Medical Care Program Associate-Lead Advanced, and an Administrative Officer involved in the Fair Hearings Process, State Audit Reviews and Responses, Corrective Action Plans, Reconciliation Reports, Quality Analysis to track data and trends to ensure program compliance and integrity for the Home and Community Based Services Waivers, (HCBS), Employed Individuals with Disabilities (EID), Institutions for Mental Diseases (IMD) and Women's Breast and Cervical Cancer Health Program (WBCCHP). The MCP Supervisor is responsible for interpreting, developing and applying eligibility regulations and policies, handling complex, high profile eligibility issues, inquiries and complaints. This position will educate the staff within the Division to clarify or update them on any new policies and procedures. The MCP Supervisor will conduct case action reviews to ensure accurate and timely completion of the Fair Hearing process, such as analyzing current policies and procedures and recommending revised or new policies and procedures and serving as a liaison to other State, federal and local government and private agencies. This position must establish and maintain effective working relationships with MDH internal partners including EDD Assistant Directors, Supervisors, Leads and case managers and external customers. Additionally, the MCP Supervisor must exercise tact and discretion when interacting with internal and external customers verbally, in person or in writing including but not limited to Administrative Law Judges, constituents who are denied Medical Assistance or their advocates.\r

MINIMUM QUALIFICATIONS

Experience:�Eight years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.�One year of this experience must have been in a medical assistance program.\r

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of administrative or professional experience developing or applying policies and regulations in medical�assistance, health insurance, federal or State entitlement�programs for the required experience.� One year of this experience must have been in a medical assistance program.\r
2. Candidates may substitute the possession of a Master's degree from an accredited college or university in the related�field of work for the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational�Analysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

Experience processing complex Medicaid eligibility applications\r
Experience interpreting medical assistance policies, regulations and procedures\r
Experience working with consumers and other stakeholders resolving concerns\r
Experience with Home and Community Based Waivers, Long Term Care (LTC) Medicaid, and Earned Income Disallowance (EID) policies and regulations\r
Experience preparing cases including preparing concise hearing summaries and presenting Appeals before an Administrative Law Judge\r
Experience managing and training staff\r
Experience with Long Term Service and Supports (LTSSMaryland), Eligibility & Enrollment (E&E), Medicaid Management Information System (MMIS)\r
Ability to meet established deadlines\r
Willingness to attend hearings in person and/or remotely throughout the State of Maryland\r
